DUSHANBE, December 24, 2008, Asia-Plus — An actual picture of poverty in Tajikistan may be reflected only with participation of civil society in the monitoring of national development programs, Mirzohaidar Isoyev, manager of the Tajikistan civil initiatives support program, which is implemented by international organization Pact Inc, said in an interview with Asia-Plus.
According to him, state institutions do not pay proper attention to involvement of non-governmental organizations in the process of monitoring and estimating significant national documents, in particular the Poverty Reduction Strategy for 2007-2009.
“Mechanism of participation of civil society in development of the national development programs as well as intradepartmental instructions is not determined precisely that make participation of NGOs in monitoring of this programs difficult,” Isoyev said, noting that participation of civil society in monitoring of national development programs could allow making the process of implementation of these programs more transparent.
We will recall that 12 public associations from various regions of Tajikistan, interested in participating in implementation and monitoring of the national development programs, last September worked out regulations on the procedure of participation of civil society in monitoring of medium-term development programs and submitted the document for consideration to the government.
Deputy Economic Development and Trade Minister, Abdughaffor Rahmonov, noted that the government was currently considering proposals of those organizations and concrete mechanism of participation of them in monitoring and estimating the Poverty Reduction Strategy would be developed at the beginning of the next year. “We plan to organize seminars with participation of the representatives of civil society to determine the from of their participation in the process of monitoring and estimating the Poverty Reduction Strategy,” the deputy minister said.
