DUSHANBE, February 24, 2010, Asia-Plus  — Members of the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) have unanimously endorsed the bill on amnesty for physical and legal entities in connection with legalization by them of some of their funds.

The last sitting of the outgoing Majlisi Namoyandagon, presided over by its head, Saydullo Khairulloyev, was held on February 24.

Presenting the bill, MP Jabbor Ahmadov noted that it was aimed at improving the investment climate in the country and attracting funds of citizens and legal entities of Tajikistan for completion of the construction of the Roghun HPP.

Citizens and legal entities who will legalize their undeclared [shadow] capital as well as citizens who will transfer their funds [earned in violation of regulations governing business operations] from foreign banks to banks in Tajikistan till December 31, 2011 will be granted amnesty, MP Ahmadov said, noting that an official amnesty document is issued by the National Bank of Tajikistan (NBT).

He noted that it was the fifth amnesty law passed the Majlisi Namoyandagon of the third convocation.

The Majlisi Namoyandagon also endorsed the draft poverty reduction strategy for 2010-2012.

Presenting the document, Minister of Economic Development and Trade Farrukh Hamraliyev noted that an international conference on presentation of Tajikistan’s poverty reduction strategy for 2010-2012 would take place in Dushanbe in June this year.

Answering questions from MPs, the minister noted that labor migrants remitted some 1.9 billion U.S. dollars to banks in Tajikistan last year.  According to him, labor migrants’ remittances to the country are expected to increase by 15 percent this year.
