DUSHANBE, September 30, 2010, Asia-Plus — The tender commission under the government of Tajikistan has annulled the results of the tender for delivery of equipment for the Roghun hydroelectric power plant (HPP).
We will recall that an open tender for the delivery of equipment for Roghun HPP took place on July 26 and six Tajik companies – Trayko, Chamshasori Somoniyon, TK Orien International, Khurshedi Khorazm, Vostok ASHTT, and Kuhdoman – took part in the tender.
The tender winner, whose name was not disclosed, was supposed to purchase and deliver 43 items of controlling-and-measuring cables and electric pumps to Tajikistan for 6.132 million somoni
“The tender was conducted by the republican tender commission, while it should have been conducted by the tender commission under the government, led by First Deputy Prime Minister Asadullo Ghulomov,” said the source at the government, “Moreover, the tender should have been conducted only upon completion of the techno-economic, the environmental and social impact assessments for theRoghun hydroelectricity project. That is why the tender results were annulled and the government will re-tender the equipment delivery deal most likely upon completion of the assessment studies.”
We will recall that Motu Konishi, the World Bank regional director for Central Asia, announced in Dushanbe on March 10 that the World Bank estimates it will take three months to select a contractor to conduct the impact study, which could then take 18 months to complete. “If the Roghun project proves its financial and environmental sustainability, the World Bank will provide support to the government of Tajikistan for the establishment of a consortium that will build this plant,” Konishi said.
According to the Ministry of Finance (MoF), the sale of shares in Roghun to the public that began in January this year has earned the government more than 819.605 million somoni by July 20. Tajikistan paid Ukraine 76 million somoni for parts that it needs to complete the first two turbines of the power plant and 157.4 million somoni of Roghun’s temporarily surplus funds were placed in Tajik banks for one year.
