President proposes candidacy of Shohiyon for chairperson of the central electoral commission

DUSHANBE, December 8, 2014, Asia-Plus — President Emomali Rahmon has proposed candidacy of Shermuhammad Shohiyon for chairperson of the Central Commission for Elections and Referenda (CCER).

Member of the ruling People’s Democratic Party (PDP), Saidboy Zokirov is proposed as candidate for the position of the CCER deputy chairperson.

Representatives of the following political parties are proposed to be included in a new composition of the CCER: Ziyo Rahmon (Agrarian Party); Jamoliddin Mahmud (Islamic Revival Party); Vera Naimova (Communist Party); Olim Yormatov (Socialist Party); Yusufbek Shodmonbekov (Democratic Party); Mahmadyor Rajabov (PDP); Muhiston Azizova (PDP); Muhamamdboron Zoirov (Party of Economic Reforms).

Besides, five unaffiliated persons are proposed to be included in the central electoral commission: Nourali Saidov – Coordinator Secretary of the Public Council of Tajikistan; Akbarali Sattorov – Head of Tajik Journalists’ Union; Jamshed Jamshedov – lawyer; Izzatullo Aliyev – Deputy Chairman of the Union of Youth of Tajikistan; and Muhabbat Fayzova – Chairperson of the Obi Kiik Jamoat in Khatlon’s Khuroson District.

It is t be noted that only two new two persons are proposed to be included in the CCER: Muhabbat Fayzova and Mahmadyor Rajabov.

Under Article 57 of the Constitution of the Republic of Tajikistan, the Majlisi Namoyandagon forms the Central Commission for Elections and Referenda, elects and recalls the chairperson, deputy chairperson and members of it upon recommendations of the President of the Republic.

Under Article 11 of the Constitutional Law of Republic of Tajikistan “On the Elections to the Majlisi Oli (Tajikistan’s Parliament)”, the Majlisi Namoyandagon “elects the chairperson, deputy chairperson and members of the Central Commission on Elections and Referenda on the proposal of the President of the Republic of Tajikistan within three days after the date of elections has been set.”

The Central Commission for Elections and Referenda administers the system of electoral commissions of Tajikistan and is the legal and constantly acting organ.  A term of office of Central Commission on Elections and Referenda is five years.   It expires in the time of election of new members of the Central Commission for Elections and Referenda.  The Central Commission on Elections and Referenda consists of a chairman, deputy chairman and 13 members.
