Out-of-country polling stations expected to be set up in 27 countries

DUSHANBE, December 29, 2014, Asia-Plus — Out-of-country polling stations for the 2015 parliamentary elections are expected to be set up in 27 countries.

The Central Commission for Elections and Referenda (CCER) discussed this issue at a December 29 meeting, presided over by its head, Shermuhammad Shohiyon.

“In all, 35 precinct election commissions (PECs) are expected to the established outside Tajikistan to facilitate out-of-country voting in the 2015 parliamentary elections scheduled for March 1, 2015,” Tajik Journalists’ Union leader Akbarali Sattorov, who is the member of the CCER, told Asia-Plus in an interview.

According to him, the PECs will be set up at 27 embassies and eight general consulates of Tajikistan.

“The CCER has completed the formation of the district electoral commissions for elections to the lower house (Majlisi Namoyandagon) of the parliament today,” Sattorov told Asia-Plus on Monday, noting that 41 single-mandate constituencies have been set up across the country.   

Tajikistan’s Parliament (Majlisi Oli) has two chambers: the Assembly of Representatives (Majlisi Namoyandagon) and the National Assembly (Majlisi Milli).  Majlisi Namoyandagon has 63 members, elected for a five-year term in, 22 by proportional representation (party list) and 41 in single-seat constituencies.  Majlisi Milli has 33 members, 25 elected for a five-year term by local legislature (majlis) members and eight appointed by the president.

Tajikistan’s legislation prohibits foreign state and individual contributions in elections.  The country’s legislation also prohibits contributions in elections from Tajik nationals who have not reached the age of 18, legal entities dealing with overseas shares, international organizations, local authorities, government agencies, organizations in which the government owns more than 30 percent, law enforcement and power-wielding structures, religious organization and unknown persons.
