DUSHANBE, February 11, 2015, Asia-Plus — Tajikistan’s lower house (Majlisi Namoyandagon) of parliament has ratified an investment agreement between the Government of Tajikistan and Huaxin Cement Co., LTD (China) on construction of two cement plants in Tajikistan.

A regular sitting of the sixth session of the Majlisi Namoyandagon of the fourth convocation, presided over by its head, Shukurjon Zuhurov, was held on February 11.

Under the agreement that was signed in September last year, a cement plant with annually capacity of 1 million tons will be constructed in the Bobojonghafourov district (Sughd province) and a cement plant with annual capacity of 1.2 million tons will be constructed in the Free Economic Zone “Danghara” (Khatlon province).  The cement plants are expected to create a total of 1,000 new jobs.

Speaking at the session, Lochin Fayzullozoda, the first deputy head of the State Committee on Investment and State-owned Property Management (GosKomInvest), noted that the agreement provided for attraction of more than 250 U.S. dollars for construction of the mentioned cement plants.            

Director of Huaxin Gayur Cement Co., Ltd, Akbar Ghulomov, noted that Tajikistan would own 30 percent of the shares in the Bobojonghafourov cement plant and 45 percent in the Danghara cement plant.

“Implementation of these projects will promote further development of Tajikistan’s economy and replenishment of the national budget,” Ghulomov said, noting that the Yovon cement plant (built by Huaxin Gayur Cement Co., Ltd) that was introduced into operation in September 2013 last year transferred 130 million somoni to the national budget.

Huaxin Cement Co., Ltd. manufactures and sells cement primarily in the People’s Republic of China. It also produces and sells cement additives; concrete and clinker; packaging materials; and RMX, aggregates, and other building materials products. In addition, the company is involved in cement import and export trade; contracting for overseas projects in building materials industry and international bidding projects in China; and manufacturing, maintenance, and installation of cement equipment, and mechanical and electrical tools, as well as technology, consultancy, transportation service to cement industry.  Huaxin Cement Co., Ltd. was founded in 1907 and is based in Wuhan, the People’s Republic of China.

Huaxin Gayur Cement Co., Ltd was established by Huaxin Zhongya Investment (Wuhan) Co., Ltd, the subsidiary of Huaxin Cement Co., Ltd, and Gayur Limited Liability Company.  Huaxin Zhongya Investment (Wuhan) Investment Co., Ltd reportedly assumes the 75% ownership interest and Gayur Limited Liability Company owns 25 percent of the shares in Huaxin Gayur Cement Co., Ltd.
