Bakhtiyor Sharifi, the Deputy Mayor of Dushanbe, condemned the practice of selling the same apartment to multiple people by certain construction companies, calling it a "shameful act." He also assured that this issue is under the direct control of the Mayor of Dushanbe.
"Indeed, such cases occur, and it is disgraceful when some entrepreneurs deliberately sell the same apartment to 3-4 people. We cannot call them entrepreneurs; they are fraudsters and criminals," Sharifi said at a news conference in the Dushanbe City Hall on February 5.
He emphasized that, to prevent such incidents in the future, QR codes will be placed on each high-rise building in the city, allowing residents to access information about the construction companies.
"Gradually, we will identify the companies involved in fraud, and we will stop cooperating with them," Sharifi added.
Sharifi also pointed out that "there are mistakes on the part of citizens as well. When we see a lower price, we try to buy as quickly as possible. But what is cheap usually has a reason."
Complaints from Dushanbe residents about construction companies that engage in fraud and sell the same property to multiple people frequently appear in the media. City residents also often complain about unfinished buildings, the lack of water and electricity supply in new buildings, and the absence of elevators.
A few days earlier, the Chairman of the Committee for Architecture and Construction under the Government of Tajikistan, Nizom Mirzozoda, stated at a news conference that some construction companies do indeed deceive citizens and refuse to honor signed contracts.
Mirzozoda emphasized that to avoid problems when purchasing housing, it is important to sign contracts in the presence of a notary.
During the news conference at the city hall, the chief architect of the city, Sami Aziziyon, reported that more than 1,600 construction projects are currently ongoing in Dushanbe. Last year, the Mayor of the capital signed 327 resolutions for the construction of high-rise buildings.
According to the Committee for Architecture and Construction, in 2025, more than 7,330 violations were identified across 1,288 construction companies, resulting in fines totaling 547,350 somoni. Specifically, 72 construction companies began projects without obtaining state expertise approval.
It should be noted that four years ago, the Dushanbe Department of Architecture and Urban Planning tightened requirements for construction work to ensure the selection of reputable companies, protect the interests of investors and owners, and prevent delays in construction. However, as observations have shown, this measure has not completely resolved the issues in this sector.
