Justice Ministry gives news conference on results of work carried out in 2005

, January 19, Asia-Plus — 1,552 legal entities were registered with the Ministry of Justice in 2005, Justice Minister Khalifabobo Homidov announced at a news conference in


Dushanbe


on January 18. 

At the same time, 75 legal entities were abolished, according to him.   

Colonel Bahrom Abdulhaqov, deputy head of the Justice Ministry’s penal system department, speaking to journalists noted that at present some 13,000 inmates, including 600 women, were held in detention facilities in the republic.  More than 80 inmates are citizens of the


Russian Federation


, according to him.  

“1.53 Somonis are allocated for each inmate a day,” Colonel Abdulhaqov said, noting that in 2004, this amount was 1.20 Somonis.  “Of course, this amount is not enough and international organizations and relatives of inmates are providing significant aid in this direction,” said the penal system department official, “Besides, our penitentiary system has its own subsidiary farming unit having 120 hectares of lands.”   

216 schools in eight districts of Kulob region in Khatlon receive food assistance from UN-WFP 

KULOB, January 19, Asia-Plus /Turko Dikayev/ — Over 39,000 children in 216 schools in eight districts (except Vose and the city of Kulob) of the Kulob region in Khatlon Province get hot meals under the School Feeding program implemented by the WFP in the republic.  

Shodi Shomadov, head of the WFP field office in Kulob, has told Asia-Plus that at present they are considering the possibility of covering 79 other schools in mountain districts of Shuroobod, Muminobod, Khovaling and Baljuvon.  “Besides providing aid to vulnerable families, the program also promotes enhancement of attendance of schoolchildren, especially girls, who make 17,437 pupils of the schools covered by our program.”   

Local dehqan (peasant) farms have also settled down in providing aid to children.  

“In total, 961.61 tons of wheat flour, 96.161 tons of vegetable oil, 191.323 tons of beans and 19.232 tons of iodized salt will be distributed under the WFP school feeding program to schools in the Kulob region before the end of the school year,” Shomadov said.  

No case of bird flu registered in Tajikistan so far, says chief veterinarian

so far, Tajik Head Veterinarian Mullojon Amirbekov announced at a news conference in

on January 18.    

“We have received reagents from

for carrying out diagnostic examinations and monitoring,” said Amirbekov, “Birds and eggs have been brought from nine districts of the republic for examination and they were tested negative for bird flu.”

Tajik chief veterinarian added that within the next few days, Tajik specialists would go to

for further confirmation of the results of those tests.

“The work in this direction is ongoing and we have already prepared a letter to the government with proposal to taking other preventive measures,” Amirbekov concluded.

have pledged $1.9 billion to fight bird flu worldwide, much more than expected.  The money includes more than $330 million from the

and more than $250 million from the European Union.  The funds will be largely spent on health and vet services aiming to prevent the H5N1 virus mutating and spreading from human to human.

The World Bank had asked donors for $1.5 billion to fight the virus, which has killed at least 79 people, mainly in

One killed, seven injured in home gas blast

, January 18, Asia-Plus – One person was killed and seven others were injured Monday evening [January 16] as a gas cylinder blew up in residential building in Shahrinav District (central


Tajikistan


).

According to information from the Tajik firefighting service, the tragedy took place in the house of Qutbiddin Nozimov, the

in Shahrinav District. “The householder left a four-liter gas cylinder near the working stove.  Fire resulted from the gas blast killing the five-year Mahmadrajab Sayfulloyev and leaving seven others with injures,” the source said.    

The injured were taken to the central district hospital.  According to medical workers, the householder’s wife and two her daughters are in serious condition.    

3.500 customs infringements, 1,194 tax crimes revealed in Tajikistan last year: MSRTC official

DUSHANBE, January 18, Asia-Plus — Last year, Tajik customs officers revealed more than 3,500 cases of violation of customs requirements, Hokimsho Tilloyev, an official with the Ministry of State Revenues and Tax Collections (MSRTC), told journalists on January 18.  

Of them, 50 cases include customs crimes and the remaining 3,511 cases are administrative infringements, according to him.  

The MSRTC official speaking to journalists did not rule out that existence of corruption among officers of the country’s customs services.  “Mainly, we receive complaints against customs services of airports and railways,” Tilloyev said, adding that seven customs officers were detained last year for bribery.  “Of them four are officers of the customs control at the

airport and criminal proceedings were instituted against them,” Tilloyev said.  

“To tell the truth we do not now how to combat corruption in these services,” said the MSRTC official, “We have installed special cameras at airports, and certain persons have been relieved of their posts, but the problem has so far remained unsolved.”

Last year, customs services revealed 23 cases of drug trafficking and seized more than 40 kilograms drugs, according to him.  “Joint operation by customs and services and other law enforcement agencies led to interception of some 118 kilogram of drugs, including 53 kilograms of heroin,” Hokimsho Tilloyev said.  

He also noted that 1,194 tax crimes were reported in the republic last year.  A damaged caused to the country’s economy by these crimes amounted to 14.8 million Somonis.  “Of them, 7.1 million Somonis were transferred to the national budget,” Tilloyev said.

MSRTC transferred some 2 billion Somonis to country’s budget, says MSRTC official

, January 18, Asia-Plus – Last year, sub-divisions of the Ministry of State Revenues and Tax Collections (MSRTC) transferred to the country’s national budget 1.81 billion Somonis, which is 226.3 million Somonis more compared to 2004, Hokimsho Tilloyev, an official with the ministry, announced at a news conference in

on January 18.  

“In 2005,


Tajikistan


’s tax services collected 583.6 million Somonis,” said Tilloyev, “Compared to the target the index of the volume of the collected taxes amounted to 106.2 percent.”  “Customs services of the country transferred to the national budget 497.4 million Somonis, which is 2.1 percent more compared to the last year’s target,” Mr. Tilloyev said.   

Ibrohim Mirzoyev, head of the MSRTC customs department, told journalists that last year, more than 2 tons of oil products were imported to the republic illegally.  “Last year alone, six cases of smuggling fuel into the country were reported,” Mirzoyev said, noting that many fuel sellers pandered to illegal import of gasoline.

“By this was they try to evade paying state duty, excise-duty, and other taxes,” said Ibrohim Mirzoyev, “If to add up all duties and taxes entrepreneur engaged in fuel supply should pay it will be on average US$65-US$70 per ton of imported oil product.”

            Hokimsho Tilloyev speaking to journalists noted that during last year, customs officers confiscated 13,096 liters of ethyl alcohol, more than 9,578 liters of vodka and 15,046 liters of other alcohol drinks for a total amount of 102,664 Somonis that were imported to the republic illegally. According to him, illegal vodka most is imported from the

.   “Since 1998, when 22 train cars loaded with illegal ethyl alcohol were arrested in

Seven cases of suicide reported in Muminobod district in 2005

) last year, according to information from the Kulob police directorate. 

“It is more than in each of ten districts of the Kulob region of Khatlon,” the source in the Kulob police directorate told Asia-Plus.  

The source says that in total, some 60 attempts of suicide were reported in the Kulob region last year.  The Asia-Plus interlocutor noted, “If earlier the majority of those who committed suicide in the region were women, now there are quite many men among suicide agents.” 

Commenting on the situation, the source said that the most suicides were motivated by family and economic problems.

Volume of agricultural product in Gorno Badakhshan reduces

KHOROG, January 18, – According to information from the GBAO Agency for Statistics, last year’s agricultural product in Gorno Badakhshan from all categories of farms was only 96.5 million Somonis and decreased by 493,000 Somonis compared to 2004.

-Plus that slump in the farm produce resulted from decrease in production of cereals by 8.7 percent, potatoes by 7.2 percent and other vegetables by 1.2 percent.  

“The main reason for decrease in production of cereals and potatoes is low-quality seeds of potatoes and cereals in Ishkashim District and damage caused by the flooding to 258 hectares of lands sown with cereals, vegetables and potatoes,” the Asia-plus interlocutor said.  

According to him, degradation of lands has also affected productivity of crops.

“At the same time, last year was good for production of fruits, stock-raising produce, poultry and bee-keeping,” said Nazaraliyev, “According to figures, compared to 2004 production of fruits in the region increased by 13.2 percent, meat by 2.7 percent, milk by 2.4 percent, and production of honey increased by 4.8 percent.”

490 teachers throughout Tajikistan received training

, January 18, Asia-Plus – IFES-Tajikistan trained 23 highly qualified trainers on interactive methodology and Civic Education, so they could, in turn, carried out the training of 490 schoolteachers during winter holidays in secondary schools. The training sessions were organized by IFES in cooperation with the local NGO “Pulse” with support from USAID.

Director of Center for Strategic Surveys and Project Development Khayol Boboyev, Director of Retraining Institute Habitually Boboyev, Director of NGO “Pulse” Shodibek Qodirov, IFES SBA Coordinator Salohiddin Shamsiddin took part in the opening ceremony of TOT and made introductory speeches and wished good luck to participants.

The training of teachers in interactive teaching methodology, provided by IFES in cooperation with the Ministry of Education, is an important step in preparing the new generation to be future leaders and responsible citizens with participatory skills, so necessary in a modern democratic society.

Teachers participated in the trainings had also received a self-instruction teacher’s guide and civic education textbooks for their students. The Textbook consists of two volumes and an associated teacher’s guides for use with Grades 9, 10 and 11 secondary school students in

presented in three languages: Tajik, Russian and Uzbek

These textbooks will facilitate the work of the teachers and the learning process of the students through updated texts, exercises, illustrations and tasks for students on relevant topics such as human rights, international rights, legislature, election systems and political parties, women in democracy, public opinion and mass media, the state and corruption, how and why to be active, as well as others.
