            IRNA reports Iranian President Mahmoud Ahmadinejad had telephone conversation with his Afghan counterpart Hamid Karzai on Monday.  During the telephone conversation, the Afghan president highlighted his country”s difficulties and said that he was very busy with the upcoming meeting in

Two law students at Tajik National University to represent Tajikistan in international Jessup Cup competition in Washington

DUSHANBE, January 17, Asia-Plus – Fifth-year students at Tajik National University, Sirojiddin Mahkamboyev and Dilshod Mulloyev, have been recognized winners of the national moot court competition for the 2006 Philip C. Jessup Cup that ended in Dushanbe on January 15.    

Mr. Frank Hespe, Rule of Law Liaison, the American Bar Association/Central European & Eurasian Law Initiative (ABA/CEELI) in Tajikistan, noted in his interview with that the main objective of the competition was in assisting law students in forming an idea of how to make speech in court and dispute interests of that or other person.  

This year, seven teams participated in the competition: four teams fro Khujand and three teams from



Dushanbe


.    

Now the competition winners will represent


Tajikistan


in the International Philip C. Jessup Cup Competition that will be held in


Washington


from March 27 to April 1 this year.    

All participants in the competition were given certificates.  

We will recall that the national moot court competition for the 2006 Philip C. Jessup Cup will be held in


Dushanbe


on January 14-15.  Teams comprising law students and post-graduate students representing faculties of law at higher educational institutions of the republic took part in the competition.  The competition was staged by the ABA/CEELI under support of the United States Agency for International Development and the International Law Students Association (ILSA).

“AgroInvestBonk” to open micro and small enterprise finance units at its branches in northern Tajikistan

, January 17, Asia-Plus – First loan transactions have already been carried out by the micro and small enterprise finance unit at the AgroInvestBonk branch in Qurghon Teppa.  It was the third unit opened by AgroInvestBonk at the end of the last year. 

The source in the AgroInvestBonk headquarters in Dushanbe has told Asia-Plus that that the bank intends to open the micro and small finance units at its branches in Khujand, Istaravshan and Isfara by the end of January.    

State Finance Control Committee head names JV “Zarafshon” unprofitable

, January 17, Asia-Plus – Of 300 joint ventures registered in the country, only 50-60 have to date functioned, Matlubkhon Davlatov, Chairman of the State Finance Control Committee, remarked at a news conference in


Dushanbe


on January 16.  He noted, “Financing of some enterprises is of no benefit to the state.”  

“Joint ventures with share from state are audited once two years,” Mr. Davlatov said.  

“Inspection of joint ventures is very difficult, especially as some heads hold that the State Finance Control Committee does not have such right and it should audit only the state-owned enterprises,” the State Finance Control Committee head said, adding that such heads have what to lose.  “For example, they may attribute any, even personal expenses (purchase of house or car), to cost price of their output and thereby not to pay tax on income,” Davlatov said.

According to him such machinations were revealed during inspection of many joint ventures functioning in the republic.  He termed the Joint Venture “Zarafshon” as an example, noting that the results of inspections have shown that “during ten years of its functioning, this enterprise caused only damage to the state.”  “Financing of this enterprise is of no benefit to the state,” he stressed.  “This enterprise has never applied to the Tajik Ministry of Finance or the World Bank for the purpose of realizing the produced gold and it is unknown where the produced gold has got to.”

‘Reorganization of Tajik border service will improve financing and efficiency of border troops,’ S. Zuhurov

DUSHANBE, January 17, Asia-Plus – Transformation of the Border Protection Committee under the Government of Tajikistan into the State Committee for Protection of National Border will improve financing, raise level of training of personnel for the country’s border troops, Colonel Saydamir Zuhurov, head of the State Committee for Protection of National Border of Tajikistan, told journalists on January 16 following a board meeting of the Committee.  

“One of reasons for reorganization of the country’s border service is the fact that last year, Tajik border troops took full responsibility for patrol of Tajikistan’s national border,” said Zuhurov, “New status raises authority of the Tajik border service both in eyes of foreign friends and local population.”

On the newly appointed deputy head of the committee, Zuhurov said that all of them were professionals having taken special courses at elite Russian military schools.

Asked about destiny of the former deputy heads of the Border Protection Committee, Mr. Zuhurov said, “The president ordered his state adviser for personnel matters to finds jobs for the dismissed officers.”

to discuss the Central Executive Committee’s report on the work carried out in 2005 and tasks set for 2006.  

Leader of this wing of the SPT, Mirhusein Narziyev, has told Asia-Plus that the participants at the meeting also discussed preparations for the forthcoming 7

congress of the party and participation of the party in

’s November 2006 presidential elections.  According to him, a working group was set up for making changes and addenda to the party’s program and the meeting endorsed events to mark the 10

th

anniversary of the establishment of the Socialist Party of Tajikistan.  

“The meeting made a decision that the party will field a candidate in the presidential elections,” Mr. Narziyev said.     

It is to be noted that in 2004, Tajikistan’s Ministry of Justice registered as the Socialist Party of Tajikistan its wing led by Abduhalim Ghafforov, an official with the Tajik Ministry of Education, during the 2005 parliamentary elections in Tajikistan the Central Commission for Elections and Referenda (CCER) refused an application by Narziyev’s wing of the SPT for registering its candidates for the elections.  

IRPT makes preparations for holding constituent conference in Hamadoni district

’s Islamic revival Party (IRPT) intends to hold a constituent conference of its organization in Hamadoni District (


Khatlon


Province


) on February 6-7.  

Abdusamad Ghayratov, head of the IRPT organization for the Kulob region, has told Asia-Plus that the party’s initiative group worked actively in Hamadoni for several years and now in accordance with law, the party submitted appropriate documents to the district hukumat for hold the constituent conference.  

According to him, it is already eighth district in the Kulob region of Khatlon, where the IRPT’s primary organizations are functioning.  “After holding of the constituent conference in Hamadoni, our organization will intensify its work in Danghara and Baljuvon districts, where the IRPT has so far failed to register its primary organizations,” Mr. Ghayratov said.  

To date, the IRPT membership in the Kulob region has grown to 926 people.

,” Tajik President Emomali Rahmonov remarked at a meeting with journalists during the meeting on the establishment of the international water-energy consortium that was held in


Dushanbe


on January 16.  

According to him, the project managers have removed some existing shortcomings and now the project is being implemented according to schedule. 

On the construction of the Roghun station, Rahmonov noted that yesterday he met in


Dushanbe


with Oleg Deripaska, head of RusAl company to discuss the work in this direction.  

“I think they will submit the final version of the feasibility on the Roghun station in March this year,” the president said, adding that RusAl has already provided US$60 million for the implementation of the project this year.  

“The construction of the Roghun station has started and it will continue.  We need US$560 million for putting into operation two generators,” Rahmonov said, noting that the total budget for the construction of the Roghun station is US$2.5 billion.    

“Under the agreement RusAl will construct the first line of the Roghun hydropower plant and we have to find funds for the construction of the second and the third lines,” said Rahmonov, “We intend to drum up funds of international financial institutions and private companies to speed up the construction process.”  “The Roghun station will allow

Tajik State Finance Control Committee, U.K. audit company to sign cooperation agreement in Tajik capital soon

’s State Finance Control Committee and British audit company are supposed to sign a cooperation agreement in


Dushanbe


in late January, Asia-Plus has learned from Sharif Mulloyev, First Deputy Chairman of the Tajik State Finance Control Committee.    

            According to him, the agreement will be signed for the purpose of development of potentials of the Committee as well as using of international experience and training of personnel for the Committee.    

            Mr. Mulloyev noted that the World Bank had provided a grant of US$295,000 for these purposes on the condition that the Tajik State Finance Control Committee would cooperate with supreme audit body of one of Western countries.    

“Our choice has fallen on the British state audit service, because the method of work of this company is the closest to our methods of work,” the Asia-Plus interlocutor said, adding that that the main objective of both the British state audit company and the Tajik State Finance Committee is protection of state interests.    

            “Besides this, our task is also control over effective use of state funds,” said Mr. Mulloyev, “Thus, 47%-48% of the national budget of


Tajikistan


go to providing development of the country’s social sector and one objectives of our committee is in finding out how effectively these funds are spent.” 

According to him, it is necessary to find out an extent of effectiveness of computerization of schools if they are not provided with electricity.  

            “It is necessary to work out new standards and draft new legal documents, which will raise effectiveness of management of state funds,” Sharif Mulloyev said, noting that it was the main task of signing of the agreement with the British audit company.    

            The upcoming meeting in


Dushanbe


is also supposed to discuss all parameters of carrying out of this work during 2006-2007.  “This work will give impulse for development of finance control in the republic,” Mulloyev said.
