Law enforcement authorities must make up appropriate concussions, says expert

DUSHANBE, March 9, 2011, Asia-Plus  — Tuesday’s blast in Dushanbe was probably a terrorist act committed by any not so influential forces, Major-General Abdullo Habibov said in an interview with Asia-Plus.

“These forces do not have large resources but it is important for them to remind the authorities of themselves from time to time for some reasons,” he noted.

According to him, it is not so difficult to make such an explosive device today.  “In any case, irrespective of the power of the explosion and motives of those behind this blast, the law enforcement authorities must make appropriate conclusions,” Habibov stressed.

Asked whether appropriate conclusions were made after a suicide car bombing in Khujand, the expert said that all structures must strengthen their activities and thoroughly analyze publications in medial outlets.  “But instead of this, our senior law enforcement officials file lawsuits against media outlets for critical articles,” Habibov stated.

It is to be noted that similar deterrent actions had taken place in Dushanbe in the previous years as well.  An    explosion went off near the Supreme Court building on June 16, 2007.  No one was hurt in the blast, which smashed windows and damaged a fence at the court building.  The blast was blamed by Tajik authorities on the Islamic Movement of Uzbekistan (IMU).  The government also blamed the group for two blasts, in January and June 2005, that rocked the Emergency Ministry”s building.
