DUSHANBE, July 15, 2016, Asia-Plus — Ozoda Rahmon, head of President”s Executive Office, has been elected to head one of committees of Tajikistan’s upper house (Majlisi Milli) of parliament.

The seventh session of Majlisi Milli, presided over by its head, Mahmadsaid Ubaidulloyev, took place in Dushanbe on July 15.

At the suggestion of Mahmadsaid Ubaidulloyev, Ozoda Rahmon was elected to head the Majlisi Milli Committee on Securing of the Constitutional System, Human Rights and Freedoms and Legitimacy.

We will recall that Ozoda Rahmon was elected as a senator in Majlisi Milli on May 29.  

The Central Commission for Elections and Referenda (CCER) has made a decision to hold by-election to the Majlisi Milli on May 29 this year as former chief of President’s Executive Office, Bakhtiyor Khudoyorzoda, was appointed to head the CCER in later January.

The 38-year-old Ozoda Rahmon is one of President Emomali Rahmon’s seven daughters.  She was appointed as head of president’s administration on January 27, 2016.  She had previously served as first deputy foreign minister since May 2014.

Ozoda Rahmon graduated from Tajikistan’s National University before studying in the United States in 2004-06.  She has scientific degree of Candidate of Sciences in Law. 

She is the mother of five children.  Her husband, Jamoliddin Nouraliyev, is First Deputy Chairman of the National Bank of Tajikistan (NBT).

Unlike Tajikistan’s lower chamber (Majlisi Namoyandagon) of parliament, lawmakers in the Majlisi Milli do not compete in a direct general election.

Three-fourths of the total number of members of the Majlisi Milli shall be elected at joint meetings of people’s deputies of the Gorno Badakhshan Autonomous Region and its towns and districts, regions and their towns and districts, Dushanbe city and its districts, towns and districts subordinate to the center, on the basis of indirect elections by means of secret ballot.  The Gorno Badakhshan Autonomous Region, regions, Dushanbe City, towns and districts subordinate to the center have an equal number of representatives in the Majlisi Milli.

One-fourths of the members of the Majlisi Milli shall be appointed by the President of the Republic of Tajikistan.

Each former President of the Republic of Tajikistan shall be the life member of the Majlisi Milli, if he doesn’t refuse to use this right.
