Germany agrees to consider the possibility of financing construction of Sebsor hydropower plant in GBAO

Germany has reportedly agreed to consider the possibility of participation in construction of the Sebzor hydroelectric power plant (HPP) in the Gorno Badakhshan Autonomous Region (GBAO), according to the press center of the Ministry of Economic Development and Trade of Tajikistan.

Co-chaired by Mr. Amin Zavqi, the First Deputy Minister of Economic Development and Trade of Tajikistan Amin Zavqi and Ms. Kathrin Oellers, Head of the Directorate for Central Asia, East Asia, Laos and Cambodia at the Federal Ministry for Economic Cooperation and Development of Germany, Tajikistan-Germany intergovernmental consultations took place in Dushanbe on November 15.

The meeting reportedly focused on issues related to financial and technical cooperation between Tajikistan and Germany. 

The German side agreed to consider the possibility of participation in implementation of the project aimed at constructing the Sebzor HPP, the press center said, noting that the consultations ended with signing of a protocol. 

The consultations were reportedly conducted to discuss the current cooperation and make preparations for intergovernmental negotiations on 2018-2019 cooperation.   

Germany has been supporting enhancement of educational, health and energy sectors in Tajikistan through financing projects aiming at rehabilitating the tuberculosis hospitals in the country, constructing children tuberculosis hospital in Machiton (Vahdat Township), improving health services for pregnant women and newborns, enhancing ambulance and emergency medical services, constructing new schools in the Khatlon province and in the Rasht district, as well as rehabilitating the public utilities infrastructure.          

The Sebzor HPP with capacity of 10 MW that will be built on the Shakhdara River in GBAO’s Roshtqala district, some 15 kilometers from Khorog, the capital of Gorno Badakhshan, is expected to allow meeting the region’s requirements in electricity and exporting electricity to the neighboring areas of Afghanistan.

The Sebzor HPP is projected to generate up to 60 million KWh of electricity per year.  It is expected to provide with electricity new facilities being built in Khorog.  The project costs 180 million somoni.

Recall, President Emomali Rahmon attended an official commencement of construction of the Sebzor hydroelectric power plant that took place on July 29, 2015. 

The Sebzor hydropower plant is being constructed at the expense of domestic and foreign investors within the framework of the program of construction of small hydropower plants designed for 2009-2020.

Adopted by the Government of Tajikistan in 2009, this program provides for the construction of 189 small hydropower plants with a total capacity of 103.6 MW and generation of 800 million kWh of electricity per year.
