DUSHANBE, October 12, Asia-Plus — President Emomali Rahmon today morning received Anatoly Chubais, the head of Russia’s largest power holding Russian Unified Energy System (RAO YeES), who arrived in Tajikistan to attend a session of the CIS Electric Power Council that is opening in the Tajik capital today.

After a meeting with President Rahmon, the RAO YeES head noted, “A key role in implementation of the Roghun hydroelectricity project in Tajikistan should belong to Russia.”

“In any case, Russia agrees to participate in this project and the issue of a structure of consortium for completing the construction of this hydropower plant is being worked at with due regard for proposal of your president on participation of the World Bank in it,” Chubais said.

Asked about ownership shares in the project, Chubais said that it is still premature to talk about this issue.  “At first, we should discuss a structure of the future consortium,” the RAO YeES head said.

He also noted that during the talks they had also discussed a progress of the construction of the Sangtuda-1 power plant on the Vakhsh River, construction of which is funded by RAO YeES.  Chubais expressed hope that the first unit of the plant will be put in operation in December as it had been planned.
