The Government will not interfere in pricing of socially significant products until the unfounded rise in prices for them is registered.
On a May 30 government’s decree on the list of socially significant goods price for which are liable to the government regulation, the Antimonopoly Agency under the Government of Tajikistan has noted that it is not going to interfere in pricing of sixteen goods mentioned in the document, until the unfounded rise in prices for them is registered.
The Government has imposed the control over the execution of the decree on the Antimonopoly Agency.
Tajikistan’s lower house (Majlisi Namoyandagon) of parliament (Majlisi Oli) on February 1, 2017 endorsed the draft law on protection of competition, under which a producer or a supplier of one or another commodity meeting more than 15 percent of requirements of the country’s market would be put on the register of monopolists.
Before than only producers and suppliers meeting 25 percent of requirements of the country’s market had been put on the register of monopolists.
This measure was reportedly aimed at protecting rights and interests of consumers, developing small and medium-sized enterprises in the country, regulating pricing, preventing groundless rise in prices, and protecting robust competition.
The law provides for measures to regulate prices for basic food products in the event if the prices are raised unfoundedly.
An official source at the Antimonopoly Agency says the Antimonopoly Agency will set the upper limit of prices of the sixteen socially significant goods put on the list for a certain period (two-three months), if the prices are unfoundedly raised by 20 percent and more.
The state regulation of prices (tariffs) for consumer goods and services has reportedly been introduced in the following ways: setting maximum level of trade allowance; setting the ultimate level of retail prices; and setting the ultimate level of profitability.
The norms of regulation of prices for consumer goods and services are set by the Antimonopoly Agency on the basis of conducting analysis.
The state regulation of prices (tariffs) that introduced for a certain time in the event of the unfounded rise in prices by 20 and more percent during a month provides for setting maximum level of trade allowance and setting the ultimate level of profitability.
Recall, the following socially significant goods were put on this list:
1. Wheat flour (grade 1 and 2);
2. Bakery products (from wheat flou3 grade 1 and 2);
3. Macaroni products;
4. Wheat
5. Rice;
6. Potatoes;
7. Vegetables (carrots, onions, cabbages);
8. Sugar, granulated sugar;
9. Cooking oils (cotton oil and sunflower-seed oil) and butter;
10. Dairy products (milk, yoghurt, curds);
11. Lentils, peas, beans, barleys;
12. Meat (beef, lamb, poultry);
13. Hen’s eggs;
14. Salt;
15. Tea (black and green);
16. Children’s goods.
