Customs duties in Tajikistan were exceeded by 12%. At the expense of what?

In the first half of 2023, the plan for collecting customs payments in Tajikistan was exceeded by 12.1%. During the reporting period, customs duties in Tajikistan amounted to more than 4.1 billion somoni, and the plan – 3 billion 705.3 million somoni. This is 450 million somoni, or 12.1% more than planned.

The head of the Customs Service under the government, Khurshed Karimzoda, at a press conference on August 11, named the main factors of over-fulfillment of the plan.

This was facilitated, according to him, by the implementation of a number of additional measures to improve the customs administration system.

To date, the Customs Service has implemented information and communication tools, technologies for analyzing and processing data in electronic form, a cashless and electronic system for paying customs duties and taxes.

According to Karimzoda, for all types of customs payments, with the exception of export duties, the indicators increased as follows and amounted to:

– value added tax in the amount of about 3 million somoni (5.7% more than the established plan);

– customs duty in the amount of about 600 million somoni (43% more);

– excise tax in the amount of about 415 million somoni (39.4% more);

– non-tax payments in the amount of more than 84 million somoni (17% more).

Due to the decrease in the volume of export of Tajik products abroad, fees due to export duties amounted to 82.5 million somoni, which is 5.5% less than the established plan.

The head of the Customs Service also noted that in the first half of 2023, tariff and tax benefits in the form of full and partial exemption amounted to 74.1% of the total volume of goods imports in the "Release for free circulation" customs regime.
