On March 18, 2022, the handover ceremony of the ambulances under the Japanese Grant Aid Project for Improvement of Ambulances in Tajikistan took place at the Istiqlol Medical Complex in Dushanbe with the participation of the Minister of Health and Social Protection of the Population Mr. Jamoliddin Abdullozoda, the Ambassador Extraordinary and Plenipotentiary of Japan to Tajikistan, His Excellency Toshihiro Aiki, Chief Representative of JICA Tajikistan Office, Mr. Muneo Takasaka and other guests.
Recognizing the importance of improving emergency medical service in Tajikistan, the Government of Japan has allocated 771, 000, 000 Japanese Yen (equivalent to approximately 7.1 million USD) through JICA to support the said Project. The goal of the project is to improve the availability and quality of ambulances to ensure effective emergency medical services accessible to all people in Tajikistan.
As of March 18, 2022, out of 94, 54 ambulances with on-board equipment for lifesaving, such as a defibrillator, patient monitor, and resuscitation set were delivered to Tajikistan. The remaining 40 ambulances have been already dispatched to Tajikistan. The ambulances will be delivered to hospitals throughout the country; district central hospitals, oblast hospitals, National Medical Centre, Dushanbe City Emergency Hospital, the Research Institute for Obstetrics, Gynecology, and Perinatology, etc.
Due to the outbreak of COVID-19 officially declared on 30 April 2020 in Tajikistan, the MOHSPP has faced serious challenges due to an insufficient number of less-equipped ambulances to meet the growing need for emergency care to its population. This Project will improve not only access of the population of remote districts, regions level to the medical services but also provides specialized medical services for the population while en route to the central hospitals.
Highlighting the importance of Tajikistan – Japan cooperation, the Minister stated that this Project is historical. It is the first time Tajikistan to receive such a big number of ambulances as single grant aid. The Chief Representative committed that JICA continues supporting the health sector through various Grant Aid and Technical Cooperation Projects, to provide better services for the people in Tajikistan. Both sides agreed on the importance of proper management and maintenance of ambulances to ensure their sustainable use and operation.
JICA began its technical cooperation with Tajikistan in 1993 by inviting Tajik officials to gain knowledge and experience on governance and macroeconomics development.
