Tajikistan expands cooperation with the US SEC to develop capital market

Representatives of the parties in Washington agreed to prepare a joint "roadmap" aimed at modernizing the financial sector of the republic.

The Director of the Securities and Special Registration Agency of the Ministry of Finance of Tajikistan, Ms. Nigina Abdurahmonzoda, held a meeting with representatives of the U.S. Securities and Exchange Commission (SEC) in Washington. As a result, the parties agreed to expand practical cooperation, including the development of a “roadmap” for the development of the republic’s capital market, the Agency told “Asia Plus”.

The negotiations took place at the SEC headquarters as part of the 32nd Annual International Institute for Securities Market Growth and Development, which brings together leaders of capital market regulatory bodies from around the world.

From the American side, SEC Commissioner Hester Peirce, Deputy Director of the Division of Economic and Risk Analysis Robert M. Fisher, and Adviser in the Office of International Affairs Andrew M. Levchik participated in the meeting.

The Agency noted that the meeting was held on the instructions of the Minister of Finance of the Republic of Tajikistan Faiziddin Kahhorzoda as part of implementing the directives of the President of Tajikistan Emomali Rahmon on the development of the market for government and corporate securities, the introduction of new financial instruments, and the enhancement of financial market transparency.

During the negotiations, the parties discussed key issues concerning the development of Tajikistan’s capital market, strengthening international cooperation in financial market regulation, and the introduction of advanced international practices into the securities market infrastructure.

It was noted that interaction with the SEC, as one of the world’s leading regulators, is of strategic importance for the Republic of Tajikistan.

In particular, the discussion focused on several priority areas.

In the area of regulation and supervision, the discussions revolved around the implementation of SEC practices in risk-oriented supervision, enhancing investor rights protection, and increasing market transparency.

Special attention was paid to the development of market infrastructure, including the improvement of trading, clearing, and settlement systems, as well as the digitalization of processes in the capital market.

The parties also considered issues of risk management and economic analysis, including the use of modern data analysis tools and monitoring systemic risks in the financial market.

Another important area was the development of modern financial instruments—government and corporate securities, as well as sustainable financing instruments, including “green” and ESG instruments.

The Agency emphasized that the experience of the United States, particularly the SEC, as one of the most developed capital market regulatory systems in the world, represents strategic value for Tajikistan.

Following the meeting, the parties expressed their readiness to expand practical cooperation, including the provision of technical assistance, the implementation of joint projects, and the development of a “roadmap” for the development of the republic’s capital market.

It is expected that the development of cooperation will contribute to strengthening the country’s financial system, increasing investor confidence, and further integrating Tajikistan into global capital markets.

The Ministry of Finance of Tajikistan believes that this initiative is considered an important strategic step towards ensuring sustainable economic development and the implementation of international standards in the financial sphere.
