DUSHANBE, April 27, 2009, Asia-Plus — Tajikistan is making shift to energy-saving light bulbs.
According to presidential press service, President Emomali Rahmon on April 24 signed a decree requiring nationwide shift to the energy-saving light bulbs beginning on May 1, 2009.
The government, local authorities, organizations and enterprises irrespective of forms of property are to provide switch to the energy-saving light bulbs by the end of this year.
Besides, the ministries of finance, economic development and trade, and energy and industries, as well as Barqi Tojik power holding are charged to provide 241,000 families in the country with energy-saving light bulbs by October 1, 2009.
The decree also obligates relevant ministries and organizations, including ministries of finance, economic development and trade, energy and industries, as well as the customs service, to prepare specific proposals on stage-by-stage restraints on import of conventional (incandescent) lamps into the country.
Relevant ministries and organizations are to provide construction and launch of two enterprises for production of the energy-saving light bulbs in the country with attraction of domestic and foreign investments as well as improve energy-saving standards during 2009-2011.
The government is to take all necessary measures to provide Tajikistan’s residents with domestic natural gas within the next three years and with domestic electrical power within the next four years.
Besides, relevant organizations are charged to work out the energy saving program for 2010-2015 and submit it for consideration to the government by September 1, 2009. They are also charged to work out the plan of actions on construction and introduction into operation of large, medium-sized and small power plants as well as rehabilitation of existing hydro and thermal power plants by 2013.
To ensure implementation of the energy-saving measures the president also orders to set up a competent commission consisting of skilled specialists from relevant ministries and organizations as well as representatives from the government and local authorities.
The decree also obligates to work out the program for efficient use of energy resources for 2009-2015 and take adequate measures to ensure wide use of untraditional and renewable energy resources. All relevant organizations are charged to take into consideration the usage of energy-saving technologies while designing and constructing residential buildings and social-production facilities.
An energy-saving light, also known as a compact fluorescent lamp (CFL) or a compact fluorescent lamp, is a type of fluorescent lamp. Experts say that compared to general service incandescent lamps giving the same amount of visible light, CFLs generally use less power, have a longer rated life, but a higher purchase price. The average rated life of a CFL is between 8 and 15 times that of incandescents.
