A regular sitting of the second session of the Majlisi Namoyandagon (

’s lower chamber of parliament) presided over by its chairman, Saydullo Khayrulloyev, was held on March 9.

Director of the Tajik Drug Control Agency (DCA), Lieutenant-General Rustam Nazarov, presenting the bill on amendments made to the RT Law “On Narcotics, Psychotropic Substances and Precursors” said that one of objectives of making changes to the law was to partly withdraw activity on legal circulation of the drug-containing substances from monopoly of state.  “It means that this activity will be divided now into two parts,” said the Tajik drug control chief, “Cultivation, export and import, as well as destruction of the drug-containing substances will remain under the state’s jurisdiction, but since the state-run pharmaceutical facilities are not in position to provide the country with all necessary drug-containing medicines in enough quantity, a part of such medicines may be supplied to the country by private entrepreneurs as well.”

“But all those engaged in such activity should have license given by the Ministry of Health under control of the DCA and the Interior Ministry,” Rustam Nazarov said, noting that a quantity of such medicines will be determined by the UN International Drug Control Committee following application of the country’s government.

MP Shodi Shabdolov telling the sitting on this subject proposed to work out a special list of precursors “because common salt is also may be defined as precursor.”

Deputies of the Majlisi Namoyandagon also confirmed the president’s edict concerning the relieving of Abdujabbor Shirinov of his post of the First Deputy Chairman of the National Bank of Tajikistan (NBT) in connection with appointment of him Chairman of the State Finance Control Committee.

In connection with appointment of the deputy of the Majlisi Namoyandagon Ghulom Boyakov acting Chairman of the Farkhor District, the Majlisi Namoyandagon session terminated his powers and withdrew him from the Majlisi Namoyandagon Committee on State Construction and Local Government.

The next issue of the session’s agenda was a bill on addenda and changes to the RT Law “On TV and Radio-broadcasting”; the discussion is still ongoing.
