DUSHANBE, April 20, Asia-Plus – Individual projects for restructuring 37 large enterprises and natural monopolies in Tajikistan liable to privatization should be drafted by end of the year, Iqbolsho Salimov, Deputy Chairman of State Committee for Management of State-owned Properties, told journalists on April 20. 

“28 enterprises, including “Barqi Tojik” (Tajik electric systems) open joint-stock holding company, “Naftrason” (oil product) open join-stock company, “Tojikgaz” (Tajik gas concern) state unitary enterprise, as well as “Tojikkhimprom” (chemical industry) joint-stock company, “Tamokhush” joint-stock company and “Khimzavod” (chemical plant), in particular, are on the approved list of enterprises to be restructured,” Mr. Salimov said.  

Two enterprises being under jurisdiction of the Ministry of Communications – “Tojik Telecom” (Tajik main fixed-line operator) joint-stock company and “Teleradiocom” joint-stock company – are also liable for restructuring.  “Tojik Telecom” had already worked out the project for its restructuring, and the State-owned Properties Committee endorsed this project in late 2005, according to Salimov.

’s national air carrier “Tojikiston”, Tajik Railways, Tajik Aluminum Plant (TadAZ) and “Tojikcement” (cement plant) should also submit their restructuring projects to the Committee by the end of the year.  

These individual projects provide for change of the structure of a company, improvement of management system and financial-economic policy of a company, enhancement of marketing and sales system, personnel management, etc.  

“On the basis of many of these enterprises various joint-stock companies will be established and shares of these companies may be purchased both by present top managers of the companies and other juridical and physical entities, including foreign citizens,” Salimov noted.   

According to him, under the endorsed strategic plan the abovementioned projects worked out by the companies should be submitted to the State-owned Properties Committee note later than December this year.  

All the individual projects will be sent for consideration to the ministries of justice, finance and economy.  After that they will be submitted to the republican commission for restructuring facilities of the natural monopolies headed by Deputy Prime Minister Asadullo Ghulomov.  

Under the plan determined by the government privatization of large strategic facilities of the country will start in 2007.
