DUSHANBE, September 29, Asia-Plus – A three-day conference formally titled “Legal and Economic Aspects of Labor Migration from Tajikistan: Ways of Legalization” opened in the AgroInvestBonk headquarters in Dushanbe today.  

 The conference is staged by AgroInvestBonk, RusslavBank and Tajikistan’s Ministry of Labor and Social Security as well UNDP Country Office and Mission of the International Organization for Migration (IOM) in Tajikistan. 

The conference participants include representatives from AgroInvestBonk and a delegation of Russia’s RusslavBank led by its vice-president Pavel Tenyayev as well as representatives from international organizations dealing with labor migration issues active in Tajikistan.    

The conference is considering issues related to safe and reliable remittance of funds earned by Tajik labor migrants in the Russian Federation and the possibility of getting loans for traveling outside Tajikistan in search of search of seasonal work.

 The main objective of the conference is to cover legal and economic aspects of labor migration.  Participants at the conference are discussing Tajikistan’s migration legislation and ways of legalization of labor migrants from Tajikistan in the CIS and other countries.    

Pavel Tenyayev telling the conference noted that it can become a joint contribution of its participants to the process of legalization of Tajik guest workers.  “The legalized citizen is the protected citizen,” Tenyayev stressed. 

Igor Leonov, director general of RU PASS, Russia’s non-government institution, presented at the conference their national international information system of certification of specialists.  According to him, this system allows those interested to work in Russia getting necessary information about the travel and the employment conditions as well as legal requirements in the Russian Federation, as well as getting in touch with employer through Internet to conclude a labor contract.  The system also arranges refresher courses, according to him.  Leonov noted that the RU PASS system has a network of its representative offices both in Russia’s regions and other countries. 

The RU PASS partially repeats elements of the Europass system, designed to encourage mobility and lifelong learning in an enlarged Europe and aiming to help citizens make their qualifications and skills clearly easily understood throughout Europe (EU member states, EFTA/EEA countries and candidate countries) by 2010.  RU PASS is designed to survey influence of migration processes on geopolitical and socioeconomic interests of Russia and the CIS states.    

Participants at the conference also considered legal aspects of labor migration.  Representatives from the Russian side, in particular, noted that beginning on January 1 next year, Russian authorities will adopt to laws easing a procedure of staying of migrants in the Russian Federation.
