DUSHANBE, July 31, Asia-Plus — On August 2-4, the Health Projects Implementation Unit will organizes a special seminar to sum up the results of a two-month work of a state guarantees program in the northern Spitamen district.  

According to Nargis Qosimova, public relations coordinator, the Health Projects Implementation Unit, the seminar aims to discuss issues related to elaborating a healthcare management information system, which includes registration of payments, volume of medical aid, etc.  

She said that the program of state guarantees will give an opportunity to provide free guaranteed medical aid to the vulnerable sections of the population.  Besides, the program is also aimed at lowering a level of informal payments, according to her.  

Qosimova added that under the new system of financing, when patient is taken to hospital by order issued by the primary medical aid facility, he pays 30 percent of the treatment expenses, while the remaining 70 percent are paid from the budget.  “If patient does not have such an order, he will pay 70 percent of the treatment expenses,” the public relations coordinator said.   

According to her, organizing-financial reforms to enhance the health sector are carried out under support of the Community and Public Health Project sponsored by the World Bank.  This project aims to increase access to, utilization of, and patient satisfaction with health services in project-supported areas, and to build capacity and efficiency at national   levels in administering a basic package of health benefits and introducing financing reforms in primary health care.
