DUSHANBE, August 7, 2010, Asia-Plus — The Ministry of Finance (MoF) will probably propose to lower fees for tinted glass permit, the source at a MoF said.

“Lowering the tinted glass permit fees would promote to increase receipts to the country’s budget,” said the source, “Thus, if to lower the fee from current US$518 to US$200, the number of people wanting to get the tinted glass permit will considerably increase.”  He added the issue was still under consideration.

We well recall that amendments to the country’s laws on other compulsory payments to the budget and road traffic, endorsed the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) on December 16, 2009, allow car window tinting in Tajikistan.  The amendments came into effect on January 1, 2010.

The amendments also require penalty fees for breaking the car window tinting standards.

Under the current regulations, at least 75 per cent of light must pass through the driver’s side windows and vehicles may have tint on the windshield as dark as 25 percent, windows to the immediate left and right of the driver — 30 percent, and rear windows – 30.  If car owners want to have other tinted glass parameters they have to obtain tinted glass permit.

To get tinted glass permit a car owner now has to pay a fee of 2,275 somoni and for breaking the car window tinting standards (wihtout tinted galss permit) a car owner will have to pay a fine of 4,375 somoni.

The Interior Ministry traffic police directorate says 5,346 car owners have obtained tinted glass permits to this day.

According to the Ministry of Transport and Communications, 320,000 vehicles were registered across the country as of January 1, 2010; 46,000 of them were registered in Dushanbe.
