DUSHANBE, October 27, 2011, Asia-Plus — International conference entitled “Reform of Residential Building Maintenance and Management: Problems and Perspectives” took place in Dushanbe on October 27.
Organized by the Dushanbe mayor’s office and Consumers’ Union of Tajikistan, the conference is the final event of the European Union funded project “Promoting Civil Participation in the Reform of Residential Building Maintenance and Management in Urban Areas,” a press release issued by the Delegation of the European Union in Tajikistan said.
The representatives of five Tajik cities Dushanbe, Qurghon Teppa, Kulob, Khujand and Chkalovsk involved in project activities, as well as representatives of the central legislative and executive authorities participated at the conference. The experts of Latvian Guild of housing managers and Association of management and administration of Latvian housing, Institute for urban economics (Moscow, Russian Federation) also took part at the workshop.
A special law “About maintenance of the multistoried buildings and association of apartment’s owners” was adopted in August 2009, which had to assist in building of the market-based relations. However, as practice showed, inertial processes in the sector still are strong enough and large amount of problem aspects exist so far. In particular, low level of awareness of general public, passivity of apartment’s owners, resistance of the representatives of the current system of service delivery, imperfect legal framework, low rate of the harmonization with other processes in given sphere.
The conference agenda included issues on summarizing results of application of new housing management forms for residential multi-storied buildings, skills and experiences sharing in Latvia and Russian Federation, discussion of common problems, challenges, development of the tactical and strategic steps on further perfection and development of sphere. The work of conference was dedicated to identify new directions and tasks for long-term improvements of existing situation in sector.
