DUSHANBE, Janaury 12, 2012, Asia-Plus – Top managers of Kazinvest Mineral, which is shareholder in joint-stock company (JSC) Konimansur, say they have known about Konimansur’s participation in the tender for development of the Konimansuri Kalon (Big Konimansur) silver deposit from media outlets.

In a statement released on January 11, Kazinvest Mineral says it is seriously concerned over the situation and the question arises is participation of Konimansur in the tender legal not only without consent of the shareholder but even without notifying the shareholder?

Yelaman Rakhat of Kazinvest Mineral is member of the Konimansur Board of Directors and he says he did not sign protocols about the establishment of the consortium and participation in the tender, the statement says.

Besides, JSC Konimansur is shareholder in the Tajik company, JSC Adrasman Ore Refinery.  Member of the Board of Directors of JSC Adrasman Ore Refinery, Bakhyt Niyazbayev, who represents interests of Kazinvest Mineral in this company, has also noted that he was not aware of Adrasman’s participation in the tender.

Representatives of Kazinvest Mineral say that they have applied to Tajikistan’s State Committee for Investments and State-owned Property Management, asking to clarify the situation but they have not received any reasonable reply to their question, except the confirmation of participation of the mentioned companies in the tender.

In this connection, Kazinvest Mineral has launched an appeal to the head of Tajikistan’s government – the president of Tajikistan and competent bodies of the country, including the prosecutor-general’s office, asking to clarify the situation regarding the legality of participation of JSC Konimansur and JSC Adrasman Ore Refinery in the tender as members of the consortium.

According to Kazinvest Mineral top managers, this tangled situation may affect attraction of investments for the economies of both countries, because the International Finance Corporation is also observer in the tender.

Kazinvest Mineral was established in 2005 and Yelaman Rakhat is founder of the company.  In July 2006, Kazinvest Mineral purchased the Adrasman ore refinery, which is engaged in mining and processing of lead ore for producing the lead-silver concentrate.  Under an agreement concluded between Kazinvest Mineral, which assumed the 100 percent ownership interest in the ore refinery, and Kazakh company North Time in 2009, 74 percent of shares in the ore refinery were transferred to North Time.
