About a hundred employees of the company appealed to the authorities with a statement that they do not receive a salary for three months, and the owner of the company has been in jail for more than a month.

Native relatives of Tajikistan's anti-corruption agency detained in mid-October, the physical founder of Umed-88 refueling company, Rajabali Odinaev, told AP that about 100 employees of the company applied to law enforcement agencies of the country with a statement that they did not receive a salary for the last three months.

Relatives of Rajabali Odinaev are perplexed: how it is possible to pay salaries to employees of Umed-88, if the property of the company and its settlement accounts in banks are seized.

"Odinaev has repeatedly stated that he is ready to return to the state the loan received with interest and other financial obligations if he is released from custody under a written undertaking not to leave", – relatives said. 

According to them, to date, employees of the country's anti-corruption department are auditing the financial and economic activities of “Umed-88”.

"We were informed that after the completion of the audit, the criminal case against Odinaev and Ibragimov will be sent to the court", – relatives said.

Earlier it was reported that Rajabali Odinaev and Idibek Ibragimov were ready to pay off the loan received from the Ministry of Finance in the amount of 171 million somoni, taking into account the interest.

Rajabali Odinaev, the physical founder of the Umed-88 fueling company, detained in the middle of October, and Idibek Ibragimov, the director of the company, are ready to fully pay off the loan of 171 million somoni, taking into account the interest, through the sale of company property and personal property, – said in an interview with "AP" lawyer of detainees Abubakr Kulmatov.

According to him, in addition to the above-named persons, to date none of the employees of the company "Umed-88" is no longer detained.

"Only Odinaev's nephew – Saidmumin Odinaev, who is officially the founder of the company, is under a written undertaking not to leave". – reported earlier by the lawyer

He called the reports of some media outlets that a criminal case was initiated against his clients on the facts of smuggling and illegal loan receipt, not justified.

With respect to Odinaev and Ibragimov, criminal proceedings have been instituted on two articles of the Criminal Code of Tajikistan – 246, part 3, point "b" (embezzlement of funds granted as a loan in a particularly large amount) and 295, part 2 (abuse of official powers, which entailed grave consequences) ", – said Kulmatov.

He also stated that until the arrest of  Odinaev and Ibragimov, the company “Umed-88” returned over 33 million somoni to the Ministry of Finance.

"To date “Umed-88” is ready to immediately send gas for the total amount of 3.5 million somoni to the construction of the Rogun HPP", – said the lawyer.

"Rajabali Odinaev, his colleagues, relatives have repeatedly stated and declare that they are ready to return the entire amount of the loan received with interest to the Ministry of Finance, but in return they are asked to release them under a written undertaking not to leave", said the lawyer.

Kulmatov also said that in June last year the Supreme Economic Court of Tajikistan estimated the property of Umed-88 company in more than 173 million somoni, "and at the request of the Ministry of Finance imposed an arrest on it".

"After the seizure of the company's property, one could not arrest its leaders," the lawyer said.
