On January 24, the Government of Tajikistan adopted the National Plan of Actions on implementing the UN Committee Against Torture (CAT)’s recommendations for 2019-2022. 

The Coalition of Civil Society of Tajikistan against torture notes that the National Plan of Actions consists of the following points: investigation into the torture cases; punishment for use of torture; intensification of activities of Ombudsman’s Office; main legal guarantees, access to independent attorney; inspection of penitentiary institutions; detention condition; independent mechanism of acceptance and consideration of complaints about torture;  compensations and rehabilitation; etc.  

The National Plan provides for 80 events aimed at improving Tajikistan’s legislation and enforcement practice on preventing torture. 

The Committee Against Torture (CAT) is the body of 10 independent experts that monitors implementation of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment by its State parties.

All States parties are obliged to submit regular reports to the Committee on how the rights are being implemented.  States must report initially one year after acceding to the Convention and then every four years.  The Committee examines each report and addresses its concerns and recommendations to the State party in the form of “concluding observations.”
