Real estate development companies now have to transfer payment equal to 23.00 U.S. dollars per each square meter in residential buildings to the country’s budget.  As a result, apartment prices will go up in the Tajik capital or profitability of construction business will fall.

Tajikistan’s lower house (Majlisi Namoyandagon) of parliament (Majlisi Oli) on February 6 endorsed a bill requiring amendments to the country’s law on other mandatory payments to the budget.

The rate of payment for permit to construct residential buildings and shops in Dushanbe set by the government ranges from 165 to 220 somoni per square meter. 

The received funds will be transferred to a special account that will be opened by the Ministry of Finance.  

The federally funded organizations constructing industrial and social facilities as well as tourism infrastructure are exempted from paying this fee.  

According to data from real estate agencies, the price for one square meter in residential buildings in downtown Dushanbe has risen from 500-600 USD in October last year to 750-800 USD.   

Meanwhile, senior representatives of some real estate development companies consider that this initiative (fee for a building permit) will not promote stabilization of the construction market in the country and provision of consumers’ rights.

According to the statistical date from the Committee on Architecture and Construction under the Government of Tajikistan, an overall space of more than one million square meters in residential buildings was made available in Dushanbe during last year, but only 218,000 square meters have been put in commission so far.   

A building permit is a document required to commence legally sanctioned construction or renovation on a property. Every jurisdiction – including states, counties, cities and towns – has different requirements for issuing permits, along with different building codes and fees associated with the permits.
