Members of the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) today voted for ratification of a grant agreement that was signed between the Government of Tajikistan and the Asian Development Bank (ADB) in October last year.  

In his statement to lawmakers on this subject, Deputy Finance Minister, Yusuf Majidi, noted that the Tajikistan: Skills and Employability Enhancement Project aims to strengthen the skills of the country’s youth, women, and labor migrants to improve their employability and wages, and enhance the capacity of employment and migration agencies.

The project provides for building and equipping three new migration service centers in Khujand, Bokhtar, and Vose as one-stop centers for departing and returning migrants. 

Besides, the project will establish and equip three new model “job centers” in Dushanbe for tourism, in Roghun for energy, and in Danghara for agriculture. 

The project will develop new national classification of occupations based on the International Labor Organization (ILO)’s International Standard Classification of Occupations 2008 and help apply it to training certifications and labor market surveys.  

`           The project will run for six years with an expected completion in 2026.  The Ministry of Labor, Migration, and Employment of the Population will be the executing agency.

The Asian Development Bank will award a US$30 million grant for implementation of this project.  The grant is accompanied by an additional US$1.5 million grant from the Japan Fund for Information and Communication Technology, to be administered by ADB.  The Government of Tajikistan will provide US$3 million for implementation of this project.
