The Government of Tajikistan has adopted the housing and utilities sector development program designed for 2021-2024. 

2.623 billion somonis (equivalent to US$232 million), with 77 percent of this amount being grants, are planned to be spent for implementation of this program. 

The rest is supposed to be obtained due to attraction of loans from local budgets and from the national budget.  

The program authors note that the main water supply pipelines, pumping stations and energy equipment that were introduced into operation in the 50-60s of the 20th century completely worn out and in need of rehabilitation.  

The causes of the deterioration and unsuitability of drinking water supply and wastewater discharge systems are explained by insufficient funding and the discrepancy between the tariffs of services and the cost.

“As a result, the service companies are in a precarious financial position that does not allow repairing and rehabilitating the facilities in accordance with the established norms,” the document says. 

The program offers development of the following sectors: provision of safe drinking water supply and sewerage; solid waste and heat supply management; creation of conditions for comfortable and safe living of the population in the housing stock; restoration of heat supply systems; development of a competitive environment in offering services in the housing and utilities sector; and introduction of advanced technology and equipment into the housing and utilities sector.
