Implementation of the pilot project aimed at installing electricity billing meters has been launched in Dushanbe’s Zarafshon neighborhood unit.

The automated system of monitoring and metering electric power in Dushanbe is being introduced in the Tajik capital within the framework of an investment agreement signed between the Government of Tajikistan and a consortium of investors comprising Avesta Group Ltd, OJSC Tajikgidroelektromontazh and Dushanbe Citi Ltd in December 2019.

Tajikistan’s lower house (Majlisi Namoyandagon) of parliament voted for ratification of this agreement on January 22, 2020.    

A total cost of the project is 88 million U.S. dollars, and the mentioned companies are expected  to install more than 250,000 new electricity meters in the Tajik capital within the next five years.

95,000 electricity billing meters are expected to be installed in Dushanbe’s Sino district.  The new electricity meters will be installed for residential consumers free of charge. 

The project will allow reducing technical losses in electricity transmission and distribution grids from current 19 to 12 percent.  Electricity fee collection rate is expected to increase from 81 to 99 percent.    

A billing system is a combination of software and hardware that receives call detail and service usage information, groups this information for specific accounts or customers, produces invoices, creates reports for management, and records (posts) payments made to customer accounts.
