Tajikistan authorities have simplified the process of registration of documents giving the right to construction activities in the country.  

The official website of the Service for Licensing Urban Planning Activities at the Committee for Architecture and Construction under the Government of Tajikistan notes that documents on application for a construction license now can be registered in Tajikistan electronically.

Physical and legal entities now can register their documents for construction license on the www.kifs.tj website.  

This initiative was reportedly launched after instruction given by the president at the government session on expansion of the digitalization process in the country.  

Recall, Dushanbe authorities last year tightened requirements for developers in order to protect the interests of shareholders and owners as well as to prevent artificial delay of construction works.   

Approved by the Dushanbe Main Directorate for Architecture Urban Planning on June 16, 2022, the new procedure includes checking if the builder has debts on taxes and other mandatory payments.  

The potential contractor must also provide must submit preliminary technical and economic indicators of the draft design

Besides, a contractor must have a document confirming the existence of bank account that holds at least 20% of the total cost of the facility under construction.  

The list of requirements also includes a letter of guarantee that there is a separate bank account holding funds in the amount of at least 5% of the cost of the construction facility.  These funds must guarantee to some extent guarantee the financial viability of a developer and a developer is not allowed to use them. 

Moreover, a developer needs to open a separate bank account “in successful banks” for raising shareholders’ funds. 

Companies that will be engaged in construction work for the first time are allowed to construct only one building.

Only “experienced” companies, have a modern material and technical base and an annual turnover of at least 50 million somonis, are allowed to construct the complex of buildings. 

The new procedure also determines conditions for recognition of a construction company as a problem company.
