The share of domestic freight carriers decreases in Tajikistan

In 2023, Tajikistan faced a reduction in the share of domestic carriers in the cargo transportation market.  Last year, the share of domestic carriers in Tajikistan’s cargo transportation market reportedly fell 8.6 percent to 57.3 percent.  

This was stated at the recent meeting of the Ministry of Transport (MoT) Board. 

The MoT press center notes that speaking at the meeting, the Minister of Transport Azim Ibrohim noted that the lack of CMR waybills is one of the main reasons for the reduction in the share of domestic freight carriers.

A CMR waybill is a transport document for an international transport which is carried out based on the CMR “Convention relative au contract de transport international de marchandises par route”.  The CMR waybill is a standardized waybill in which the most important information and components of a contract of carriage are documented according to the CMR guidelines.  The issue, handling and exact content of the consignment note is regulated by the “International Agreement on contracts of carriage in road freight transport”.

Besides, the Ground Transportation Directorate, the State Service for Transportation Supervision and Regulation, and the State Enterprise (SE) Motor Transport and Logistics Services have been instructed in the field of transport to determine the structure of export and import cargo by country and take urgent measures for the implementation of electronic travel and waybill documents.  

The minister also instructed the Department of Analysis and Forecasting and Audit Sector to analyze the current state, distribution and use of these documents and submit a corresponding report.  

According to the minister, permits for 39,483 vehicles, including 16,800 trucks, and 22,600 passenger cars, which is 74.1 percent of the total number of vehicles working in the economy. 

Although the share of vehicles with a permit increased by 4.3 percent last year compared to the previous year, 26 percent (13,830) of vehicles last year operated without a permit.  

According to data of the Agency for Statistics under the President of Tajikistan, the volume of freight traffic last year increased 16.6 percent compared to 2022.  Compared to 2022, freight turnover and passenger turnover last year increased by 17.5 percent and 17.3 percent, respectively.    Passenger traffic last year increased by 9.8 percent.
