For the 4th time this year, additional budget funds are allocated to the Rogun HPP

The Government of Tajikistan has instructed the Ministry of Finance to transfer 40 million somoni ($3.8 million) from the republican budget to the Stabilization Fund for Economic Development at the expense of the balance of the current account of dividends of state shares. They were transferred to the fund due to financial obligations in 2022.

The second paragraph of the government decree, published on the legal information portal of the Ministry of Justice, states that 40 million somoni should be replenished with the authorized capital of OJSC “Rogun HPP” at the expense of the Stabilization Fund for Economic Development.

OJSC “Rogun HPP” undertakes to ensure the targeted use of the allocated funds and submit a report on the expenses incurred to the Ministry of Finance.

It should be noted that additional financing of the Rogun HPP at the expense of budgetary funds through the Stabilization Fund is being carried out for the fourth time this year.

So, in January of this year, Rogun was instructed to allocate 100 million somoni (over $9.1 million), in April – 60 million somoni (over $ 5.5 million), and in May – 77.5 million somoni (about $ 7.3 million).

Contributions to the Stabilization Fund for Economic Development come from overfulfilling the revenue side of the republican and local budgets. The state budget for 2024 states that 25% of such funds are allocated to the Fund.

The funds of this Fund are usually directed to the development of the fuel and energy industry, ensuring food security in the republic, the development of social sectors and timely servicing of the state external debt.

According to the Ministry of Finance, it is planned to allocate 5 billion somoni ($456 million) to finance the Rogun project during this year.

It is expected that 2.2 billion somoni will be allocated by attracting external financing, and the rest from the state budget.

In 2023, it was planned to allocate 2.5 billion from the budget for the completion of the hydroelectric power plant, however, according to the Ministry of Finance, it became possible to increase this amount to 5.2 billion somoni.

According to the calculations of the Government of the country, since 2008, when the implementation of the Rogun project was resumed, more than 40 billion somoni have been allocated for the completion of the station.

The Rogun HPP will become the largest hydroelectric power plant in Central Asia, with an installed capacity of 3,600 MW. The annual volume of electricity generation after the station is fully commissioned will range from 13 to 17 billion kilowatt-hours. This amounts to approximately 65%-85% of the annual electricity generation by all operating capacities in the republic.

In general, it is planned to install six units in the engine room of the station, the design capacity of each of them will be 600 MW. The launch of the last unit of the station is scheduled for 2029.

It is expected that the construction of the station will be fully completed by 2033.
