DUSHANBE, July 29, 2008, Asia-Plus  — A two-year moratorium on inspection of small and medium-sized enterprises (SMEs) will promote development of entrepreneurship in the country and create favorable conditions for attraction of foreign investments, the Dushanbe entrepreneur Kholmahmad Tourayev said in an interview with Asia-Plus. 

“We are grateful to the president for concern taken for our business and hope that this decree will be implemented by all inspecting bodies unquestioningly,” the entrepreneur said.  

According to Tourayev, who owns a number of shops at the Korvon market in Dushanbe, numerous unfounded inspections “hit entrepreneurs in their pockets,” affect tax receipts in the national budget, and negatively impact pricing policy in the country.  “When inspectors take bribes entrepreneurs have to conceal their real incomes and raise good prices,” he said.  

“In my opinion, both entrepreneurs and relevant inspecting bodies need commentaries on the issued decree in order to know their rights and duties,” Tourayev said, noting that many businesspeople share his views.        

We will recall that by president’s decree of July 25, 2008 a two-year moratorium is introduced on all types of inspections of small and medium-sized enterprises (SMEs) in Tajikistan.  Moratorium does not apply to inspections that are conducted in accordance with the legislation on the instituted criminal proceedings.
