DUSHANBE, December 7, 2014, Asia-Plus – On Saturday December 6, Tajik President Emomali Rahmon met candidates for the Central Commission for Elections ad Referenda (CCER).
The president’s official website reports that representatives of all officially registered political parties have been nominated to the central electoral commission; four of them are women.
During the meeting, the president reportedly urged that the upcoming parliamentary elections should be held in compliance with Tajikistan’s legislation and internationally recognized norms in a transparent and democratic way.
Rahmon also noted that equal conditions and opportunities should be provides for all candidates running in the parliamentary elections, the president’s website says.
We will recall that under Article 57 of the Constitution of the Republic of Tajikistan, the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) forms the Central Commission for Elections and Referenda, elects and recalls the chairperson, deputy chairperson and members of it upon recommendations of the President of the Republic.
Under Article 11 of the Constitutional Law of Republic of Tajikistan “On the Elections to the Majlisi Oli (Tajikistan’s Parliament)”, the Majlisi Namoyandagon “elects the chairperson, deputy chairperson and members of the Central Commission on Elections and Referenda on the proposal of the President of the Republic of Tajikistan within three days after the date of elections has been set.”
President Emomali Rahmon on December 5 signed a decree on holding the next election of deputies of the Majlisi Namoyandagon (Tajikistan’s lower house of parliament) and members of the legislatures of the Gorno Badakhshan Autonomous Region (GBAO), provinces and Dushanbe City, cities and districts on March 1, 2015. Election of members of Tajikistan’s upper house (Majlisi Milli) will be held on March 27, 2015.
The Central Commission for Elections and Referenda administers the system of electoral commissions of Tajikistan and is the legal and constantly acting organ. A term of office of Central Commission on Elections and Referenda is five years. It expires in the time of election of new members of the Central Commission for Elections and Referenda. The Central Commission on Elections and Referenda consists of a chairman, deputy chairman and 13 members.
