Tajikistan authorities plan to abandon paper archives in record management

Digitization of archives from the registry office, notary services, in the fields of employment, land use, education, healthcare, and others is expected.

The Government of Tajikistan has approved the Action Plan for the Digitization of Archives of State Agencies for the years 2026–2030. The corresponding government’s was signed by President Emomali Rahmon on April 28, 2026.

The main goal of the document is to convert the archives of state agencies into electronic format and link digital archival data with the state services system. It is expected that in 2029–2030, the archives of state agencies should transition to electronic management as the primary format, and by 2030, paper archives in current record-keeping are planned to be completely eliminated. An exception is made for documents containing information constituting state secrets.

The authorities plan to soon establish an interagency commission on the digitization of archives, approve standards for the digitization of archival documents, requirements for digital copies and metadata, and implement unified software for the digital archive system. This year, an inventory of the archives of central and local authorities is planned, the formation of digital passports for archival collections, and the creation of a Unified Register of Digital Archives used in the provision of state services.

A separate stage of the plan is related to the integration of archives into the electronic state services system. In 2027, digital archival data should be connected to the unified state services portal khizmat.ehukumat.tj. It is also planned to implement a mandatory system for automatically recording all user actions when working with digital archives.

There are also plans for the digitization of archives in the field of intellectual property, training archival workers in digital technologies, introducing KPIs for digitization for state agencies, and regular assessment of the accessibility of digital archival data for citizens and organizations.

The annex to the resolution specifies the funding amounts for several activities totaling 136.8 million. In the document, they are reflected in the column “other sources,” while the state budget column for these items is not filled. Among the largest items are the digitization of archives of education and science, land and property archives, civil status registry archives, and archives of healthcare and social protection of the population.

Monitoring the implementation of the plan is entrusted to the Agency for Innovation and Digital Technologies under the President of Tajikistan. Ministries, departments, local authorities, and self-government bodies of settlements and villages must annually submit information on the implementation of the plan to the Agency by January 15. The Agency itself must conduct monitoring and report the results to the government annually by February 1.
