DUSHANBE, April 25, Asia-Plus — President Emomali Rahmon proposed to transfer the power to authorize preliminary arrests from prosecutors to judges, starting from 2010.
He remarked this while addressing the joint session of the parliament on April 25. Underlining an important role of all branches of state power, Rahmon noted that there are some shortcomings in the lawmaking work.
To improve the lawmaking work the president considered it expedient to set up a new special body – National Lawmaking Center.
He also underlined the important role of ombudsman and pointed to the necessity of improving legal education of the population.
The head of state also set the task to publish commentaries on the country’s Basic Law by the 15th anniversary of Tajikistan’s Constitution, which will be marked on November 6, 2009.
