DUSHANE, February 25, 2016, Asia-Plus – Tajik Interior Minister Ramazon Rahimzoda, who is currently on his working visit to China, today morning met in Beijing with the Minister of Public Security of China Guo Shengkun, according to the Tajik Interior Ministry’s website.

In the course of the talks, the two sides reportedly discussed issues related to expansion of bilateral cooperation in combating terrorism, extremism, separatism, transnational crime, and trafficking in drugs and weapons.

They also exchanged views on the financing of construction of  new building of the Interior Ministry Academy, providing security of Chinese properties in Tajikistan, and setting up a joint counterterrorism center in Dushanbe, the source said.  

The Ministry of Public Security (MPS) is the principal police and security authority of China and the government agency that exercises oversight over and is ultimately responsible for day-to-day law enforcement.  The Ministry operates the system of Public Security Bureaus, which are broadly the equivalent of police forces or police stations in other countries.   

As the main domestic security agency in China, the MPS is the equivalent of or national police in other countries.  Since the creation of the Ministry of State Security in 1983, the MPS has lost much authority and does not undertake riot control functions, which are now within the province of the People”s Armed Police, nor does it generally conduct domestic intelligence which since 1983 has been a primary responsibility of the Ministry of State Security. Hong Kong and Macau have their own security bureaus/agencies and police forces.

The MPS is made up of several agencies which deal with operational and administrative aspects of national policing. Essential operational agencies include: National Security; Economic Crime Investigation; Border Control; Criminal Investigation; Fire Control; Prison Security; Traffic Control; International Police Cooperation; Drug Control; and Counter-terrorism.
