The powers of ex-GBAO governor Yodgor Fayzov as member of Tajikistan’s upper chamber (Majlisi Milli) of parliament will be terminated.

Such a decision was reportedly adopted at a session of the Majlisi Milli Board that took place on December 16.

As governor of the Gorno Badakhshan Autonomous Region (GBAO), Yodgor Fayzov was member of the Majlisi Milli and deputy speaker of the upper house of the parliament (Majlisi Oli).

The session of the Majlisi Milli Board, presided over by its head, Rustam Emomali, reportedly discussed the issue of early termination of powers of Majlisi Milli member Yodgor Fayzov along with other issues. 

The Majlisi Milli press center says the issue of termination of powers of Yodgor Fayzov as Majlisi Milli member has been tabled to the agenda of the eighth session of the Majlisi Milli that will take place in Dushanbe on December 17.       

Recall, Yodgor Fayzov, who had served as governor of GBAO from October 1, 2018 to November 5, 2021, was elected deputy speaker of the Majlisi Milli on March 29, 2019.  

Members of GBAO regional legislature and local councils unanimously voted for electing Yodgor Fayzov to the Majlisi Milli.  

The governor of the Gorno Badakhshan Autonomous Region and heads of other provinces, cities and districts of Tajikistan are appointed and dismissed by the president and presented to their respective councils for approval.

The local council may issue a vote of no confidence in the chairperson and request his/her dismissal with a vote of two thirds of all council members by secret ballot.  The president of Tajikistan must then decide upon the issue within the period of one month.

The heads of the regional, city or district state administrations (hukumat) simultaneously wield executive authority and act as local council chairpersons.

The Majlisi Milli has 33 members and 25 of them (three-fourths of the total number of members of the Majlisi Milli) are elected at joint meetings of people’s deputies of the Gorno Badakhshan Autonomous Region and its cities and districts, provinces and their cities and districts, Dushanbe city and its districts, cities and districts subordinate to the center, on the basis of indirect elections by means of secret ballot.

Eight members (one-fourths of the members of the Majlisi Milli) are appointed by the President of the Republic of Tajikistan.

The Gorno Badakhshan Autonomous Region, provinces, Dushanbe City, cities and districts subordinate to the center have an equal number of representatives in the Majlisi Milli.

Each former President of the Republic of Tajikistan shall be the life member of the Majlisi Milli, if he doesn’t refuse to use this right.
