A proposal has been made in Russia to introduce a regulation allowing for the annulment of a migrant’s residence permit (RP) or temporary residence permit (TRP) if they work less than 10 months within a year. The corresponding billl is under consideration by members of the State Duma (Russia’s lower chamber of parliament), the State Duma Speaker Vladimir Volodin reports.

According to him, the draft law “is aimed at further improving migration policy,” and its adoption is expected during the spring session of parliament.

He stated that over 8,000 migrants’ RPs were annulled in the country over the first quorter of this year, which is 90% more than in the same period of 2025.

“Furthermore, there was a significant decrease in the number of issued: temporary residence permits — by 27.5%; residence permits — by 27.8%,” Volodin added.

The speaker also reported that overall, in the first quarter of 2026, “15% fewer migrants entered the Russian Federation.”

Volodin reminded that since 2024, the State Duma has already passed federal laws tightening responsibility for organizing illegal migration and regulating the legal status of foreign citizens. In particular, the “grounds for refusing to issue a migrant RP and TRP, as well as for their annulment, have been expanded if it is established that they were obtained as a result of a sham marriage or paternity,” he specified.
