On September 28, President of Emomali Rahmon visited the site for construction of the Roghun hydropower plant (HPP).

The Tajik president’s official website says that after the visiting the site for construction of the Roghun hydropower plant and getting acquainted with the process of construction works, Emomali Rahmon set specific tasks for the workers to expand the works and control the quality.

During a meeting with builders of the Roghun hydropower plant, the president reportedly emphasized that the Roghun hydropower plant lays a solid foundation for achieving energy independence of Tajikistan, stable economic development of the country, raising the level and quality of life of the people and progress and prosperity of Tajikistan.

He noted that it is vitally important for Tajikistan to complete the construction of the hydropower plant as soon as possible and to fully commission its capacities.

In this regard, Emomali Rahmon reportedly once again set the task for the workers and specialists of the power plant to speed up the process of construction works using economic and financial conditions and modern machinery and technologies, and to build the facility in compliance with international standards, the next capacities of the power plant must be completed within the stipulated time.

The head of state mentioned that 7.5 billion kilowatt-hours of electricity have been produced by the plant’s two units since 2018-2019 and have been transferred to the country’s unified energy system.

“In 2023, 2.6 billion somonis (TJS) were allocated from the state budget for the continuation of construction work on the Roghun hydropower plant,” said Emomali Rahmon.  “However, to accelerate the pace of the project, the government additionally allocated another 2.6 billion somonis.  This means that a total of 5.2 billion somonis were directed towards the construction of this facility last year.”

For 2024, the state budget has reportedly allocated 2.8 billion somonis for the continuation of the construction work.  However, in order to further expand the construction and installation activities, nearly 3.5 billion somonis have already been spent from the state budget in the first nine months of this year, the president noted.

It was emphasized that in general, during the period of 2008-2024, more than 42.5 billion somonis have been allocated from the state budget and other sources for the construction and restoration of the power plant.

Currently, more than 17,000 engineering and technical workers are working on the construction of the Roghun hydropower plant, which is 3,000 more than in the same period last year.

The plant's infrastructure is reportedly divided into separate lots, the implementation of which is directly dependent on each other, and a delay in one of the lots causes an obstacle in the work of other areas.

From this point of view, Emomali Rahmon considered it necessary that the customer – Open Joint Stock Company Roghun (OJSC) NBO and the contractors "Tractebel", "Webuild", "Tajikgidroelektromontazh", "Tunnel Saddi Oriono" and "Experimental Mechanical Plant" of the city of Nurek better organize and ensure the stability of the flow of work between the lots.
