The 32-year-old Shahnoza Qurbonova and her 58-year-old husband Nouralikhon Menginayev have been detained for leaving their minor children unattended, the Dushanbe Police Directorate reported.  One child was reportedly tied with ropes, while the other was secured in a gahvora (traditional cradle).  

A video of the incident was posted on social media, showing a woman who introduced herself as the district nurse, Marjon Jalilova, explaining that this was not the first time the parents had treated their children in such a manner and that they had been previously warned.

The video shows one child, around 4-5 years old, with his neck and hands tied with a rope, while the other, an infant, is lying in the gahvora.  According to the capital's police, the children's parents were found to have been negligent in raising their children, leaving them unsupervised in their home on the Nemat Qaraboyev Street.

“The parents were given explanatory work, and legal measures will be taken against them,” says a statement released by the Department Police Directorate.  However, no details were provided regarding the specific measures taken against the parents.

Earlier in Dushanbe, two children, aged 8 and 10, were removed from their mother, a 27-year-old resident of the city, after it was found that she had been forcing them to beg.  The children had been brought multiple times to the police station due to begging in extreme poverty.  The investigation revealed that their mother had been convicted twice for theft and was leading an antisocial lifestyle.

“According to the children, their mother beat them and forced them to beg for money on the streets, earning about 300-400 somonis a day.  The money was used to buy drugs and alcohol, which she consumed while spending time in entertainment centers,” the video report from Dushanbe’s police stated.

As a result, the police compiled the necessary materials regarding the woman.  The court decided to remove the children from her custody, and they were placed in Dushanbe-based boarding school  No. 1 for further living and education.

The Dushanbe police had previously warned about potential actions in cases of violations of laws related to child upbringing.
