The Ministry of Transport of Tajikistan (MoT) has signed a contract with two Finnish companies — Finnish Overseas Consultants Ltd and SirWay oy – on the implementation of the Road Asset Management System (RAMS), the MoT press center reports.   

The document was inked in Dushanbe on April 28 by Mr. Azim Ibrohim, the Minister of Transport of Tajikistan and Mr. Konsta Mikael Sirvio, the Managing Director SirWay oy.

The project, worth 1.1 million US dollars, will be implemented within the next 14 months and aims to improve the condition of roads in Tajikistan, enhance road safety, and optimize maintenance costs.

The Minister of Transport emphasized that in collaboration with Finnish companies, which have extensive experience in this field, the planned work will be completed on time and with high quality.

He reportedly also noted that the implementation of the RAMS will allow for efficient monitoring of road asset conditions, quick identification of defects, and necessary repairs.

This will ensure rational use of budget funds and improve planning for roadworks.

The system will also contribute to the creation of a Road Fund and improve coordination and information exchange between government agencies.

Mr. Konsta Mikael Sirvio, for his part, reportedly stated that similar systems are successfully operating in other countries and guarantee increased safety, reduced repair costs, and longer road lifespans.

 

Project context

The project to implement the Road Asset Management System continues work that began in 2023, when Tajikistan conducted its first-ever inventory of road assets for their certification.

This work has already proven essential for the proper allocation of funds for road maintenance.

The project is part of the Digital Economy and Innovation Development Years Program designed for 2025-2030 and the fourth phase of the Improvement of Regional Transport Networks in Central Asia Project (URPSCA-4), funded by the World Bank.

According to Konsta Mikael Sirvio, the successful implementation of the Road Asset Management System in Tajikistan will contribute to long-term improvements in road quality and enable the Ministry of Transport to effectively manage the road network using modern digital technologies.

RAMS is construed as systematic management for maintaining, upgrading, and operating, combining engineering principles with sound business practice and economic rationale. It includes specific digital and analysis tools to facilitate a more organized and flexible decision-making process.
