The Uzbek Consulate General in Vladivostok has sent formal notes to Russian authorities regarding the assault and abuse of several Uzbek citizens in Primorye. Fergana news agency reports that the incident, which took place on the night of September 10, was confirmed by Yusup Kabuljanov, the General Consul of Uzbekistan.

The attack

According to the Investigative Committee of Russia (SKR)’ office in Primorsky Krai, a group of intoxicated teenagers damaged a vehicle, sprayed gas inside the cabin, and then assaulted the truck driver.  The situation escalated when the group later attacked a man in a 24-hour store, insulting him based on his nationality.  The group also attacked a taxi driver and passenger, using stones and other improvised weapons against a passerby.

The identities of all participants have been established.  One individual has been detained, while two others are wanted by the police.

Legal assistance and investigation

Consul Kabuljanov confirmed that the consulate has provided legal assistance to the victims, who have since filed a report with the Vladivostok police.  The Investigative Committee has opened a case for hooliganism. The consulate emphasized that the incident is under the control of both the diplomatic mission and Russian law enforcement authorities.

In light of the incident, Kabuljanov also warned social media users against calls for vigilante justice against the suspects.

Previous incident

This is the second such incident this month involving Uzbek citizens.  Earlier in September, the Ministry of Foreign Affairs of Uzbekistan sent a note to Moscow regarding a similar incident in Khimki, Moscow region, where a Russian national insulted a taxi driver from Uzbekistan.

The Uzbek government continues to closely monitor these cases, underscoring the importance of ensuring the safety and rights of its citizens abroad.
