A delegation of professors from the China University of Political Science and Law visited Tajikistan to share China’s experience in legal and judicial reforms, digital justice, and legal education. The visit included lectures, academic forums, and meetings with officials and scholars in Dushanbe, drawing keen interest from both professionals and students.

 

Lecture at Tajik National University

The first stop for the delegation was Tajik National University (TNU), the country’s largest higher education institution. The guests were welcomed by Avaz Nazarov, Vice-Rector for International Relations, and Izatullo Mahmoudzoda, Head of Department of Judicial and Prosecutorial Oversight, TNU Faculty of Law.

Professor Xu Qiuhong, Director of the Research Institute of Procedural Law, delivered a lecture titled “Paths and Experience of Judicial Reform in China.” She outlined the key stages of China’s judicial modernization, explaining how transparency and efficiency were achieved through legal and institutional reforms.

For TNU students, the lecture provided an opportunity to hear firsthand how legal science shapes public life and governance, and to compare judicial approaches between the two countries.

Following the lecture, an academic forum titled “Mutual Exchange and Learning in Legal Culture between China and Tajikistan” was held. Scholars from both countries discussed how joint research and educational programs can help train the next generation of lawyers and strengthen trust between the two nations. Participants agreed that such dialogue serves as a cultural bridge and supports the development of a shared legal environment in line with China’s “Belt and Road Initiative.”

 

Talks at the Ministry of Justice

The delegation also visited the Ministry of Justice of Tajikistan, where discussions focused on practical cooperation rather than protocol. Deputy Minister Asadullo Hakimzoda noted that China had made significant progress in reforming its legislative and judicial systems, emphasizing that this experience could benefit Tajikistan — particularly in digitalization and transparency.

During a roundtable discussion, Professor Yu Zhong explained how Chinese legislation is developed through a scientific and consultative process, making laws more accessible and understandable to citizens. Professor Yang Weidong presented a report titled “Building a Law-Based Government in China: Achievements and Prospects,” highlighting the introduction of digital services and e-justice tools in the country.

“Governance based on law is not a slogan, but a daily practice,” he emphasized.

Deputy Minister Hakimzoda added that such meetings bring new momentum to cooperation and help find common solutions for legal development.

 

Dialogue at the Center for Strategic Studies

Another key meeting took place at the Center for Strategic Studies under the President of Tajikistan, where discussions focused on how the rule of law contributes to social development and stability.

Deputy Director Lohouti Sharifzoda underlined the practical value of China’s experience. Professor Yang Weidong spoke about how legal governance supports sustainable growth and stability, sparking an active exchange of views among participants.

 

Results of the visit

The visit concluded at the Embassy of the People’s Republic of China in Tajikistan, where the delegation was received by Chinese Ambassador Guo Zhijun. He described the visit as productive and said it helped strengthen professional ties between the two countries. According to the ambassador, the China University of Political Science and Law could become an important partner for Tajikistan in the fields of legal education and public administration.
