Media outlets report that the United Nations Security Council has overwhelmingly endorsed a U.S.-drafted resolution supporting President Donald Trump’s 20-point plan for Gaza, marking a significant diplomatic step in the region’s ongoing conflict. The BBC says the resolution passed with 13 votes in favor and none against, while China and Russia abstained. It includes a framework for the creation of an International Stabilization Force (ISF) and references to the establishment of an independent Palestinian state — a key concession aimed at securing broader international backing, particularly from Arab and Islamic nations.
The ISF, according to U.S. officials, will involve contributions from several unnamed countries. It is expected to work in coordination with Israel, Egypt, and a newly trained Palestinian police force to secure border regions and disarm non-state armed groups, including Hamas.
The resolution, passed by a vote of 13-0 with abstentions by China and Russia, charted “a new course in the Middle East for Israelis and Palestinians and all the people of the region alike”, Mike Waltz, the US's Ambassador to the UN,, told the Council chamber, The Guardian reports.
Addressing the Council, Ambassador Waltz emphasized that the ISF’s role would include securing Gaza, dismantling terrorist infrastructure, removing weapons, and protecting civilians.
Despite international support, the resolution was reportedly rejected by Hamas. In a statement posted to its Telegram channel, the group condemned the plan as an "imposition of international guardianship" over Gaza and accused the proposed international force of favoring Israel. “Assigning this force roles inside Gaza, including the disarmament of resistance, strips it of neutrality and makes it a party to the conflict,” the statement read.
UN Secretary-General António Guterres welcomed the resolution as “an important step in consolidating the ceasefire,” according to a spokesperson quoted by the BBC.
According to the BBC, the Security Council also approved the creation of a transitional governance body called the Board of Peace (BoP), which would supervise governance of a Palestinian technocratic, apolitical committee and oversee the reconstruction of Gaza and the delivery of humanitarian aid. Palestinian committee tasked with governing Gaza, coordinating reconstruction efforts, and managing humanitarian aid distribution. The BoP will work alongside the ISF and the new Palestinian police force.
Reconstruction funding will be channeled through a World Bank-backed trust fund, with international donors expected to contribute to rebuilding efforts following two years of war.
President Trump hailed the Security Council vote as “historic,” stating that it not only endorses his peace plan but also “acknowledges the necessity of a structured path to peace and governance in Gaza.”
He is expected to chair the Board of Peace, with its full membership to be announced shortly.
