DUSHANBE, February 26, 2010, Asia-Plus — The Khatlon prosecutor’s office has instituted criminal proceedings against Kibiryo (phonetically spelled) Safarov, deputy head of Khatlon’S Bokhtar district.
Sabzali Odinayev, an official with the Khatlon anticorruption directorate, told Asia-Plus today that Safarov is charged with power abuse and service forgery.
“In late December 2006, Mahmadali Yusupov, head of the farming unit, Navbahor, acting in collusion with Kibiryo Safarov who was head of the Navbahor jamoat that time, took a total of 36,000 U.S. dollars from three residents of the village of Guli Surkh for allotment them totaling 0.6 ha of lands for housing,” Odinayev said.
According to him, criminal proceedings against Yusupov have been instituted under the provisions of Article 247 (fraud) and criminal proceedings against Safarov have been instituted under the provisions of Articles 314 (abuse of authority), 316 (exceeding authority) and 323 (service forgery).
