DUSHANBE, December 3, 2009, Asia-Plus — The First Deputy Chairman of the Tax Committee under the Government of Tajikistan, Mr. Ayub Soliyev, and Deputy Regional Mission Director of U.S. Agency for International Development (USAID) in Central Asia, Ms. Erin McKee, yesterday opened the Taxpayer Service Section of the Hissor Tax Inspectorate, which was renovated with USAID’s assistance, according to the U.S. Embassy in Dushanbe.
In addition to these renovations, which will help the Tax Committee to fulfill its duties more efficiently, USAID is supporting the Committee with a functional reorganization to ensure more efficient business processes.
The reorganization is starting in the Hissor and Varzob tax inspectorates. The reorganization will create of a dedicated taxpayer services section to provide one window for all taxpayer inquiries. Staff working in this section will help taxpayers to understand and meet their tax responsibilities in a proper and timely manner. Finally, a filing system at both pilot tax inspectorates will help facilitate the day-to-day work of tax administration and protect taxpayers’ documents.
USAID is helping the Committee to carry out a public outreach and education program. To do this, USAID and the Committee organized public meetings and prepared brochures that will describe taxpayers” rights and responsibilities. The purpose is to increase the level of voluntary compliance amongst the taxpayers. These and other tax reform initiatives are intended to remove obstacles for the private sector, and reduce the administrative and compliance costs of taxation to both the government and taxpayers by making the tax system simpler, more transparent, and more equitable.
