DUSHANBE, December 15, 2011, Asia-Plus  — Members of Tajikistan’s upper house (Majlisi Milli) of parliament have not seconded the laws on additional education, environmental examination and bee keeping that were adopted by the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) in November and December this year.

The seventh session of the Majlisi Milli, presided over by its head, Mahmadsaid Ubaidulloyev, was held on December 15.

Speaking at the session, the Majlisi Milli member Ubaidullo Qurbonov noted that the mentioned laws had many legal and linguistic contradictions.

“Thus, the law on additional education, authored by the Majlisi Namoyandagon deputies Makhfirat Khidirova and Safarali Rajabov, concerns only problems of acquisition of additional education by high school students and nothing is said about acquisition of additional education by adults,” Qurbonov noted.

The Majlisi Milli members seconded the law requiring amendments to the Constitutional Law “On the Legal Status of a Member of the Majlisi Milli and a deputy of the Majlisi Namoyandagon.”

The amendments, in particular, prohibit search of dwelling, office and service car of a member of the Majlisi Milli and a deputy of the Majlisi Namoyandagon without special permit issued by the Prosecutor-General.

Besides, the amendments prohibit taping their phone calls as well as opening and inspecting their correspondence without appropriate permission.

The laws adopted by the Majlisi Namoyandagon are submitted to the Majlisi Milli, with the exception of the Law on the State budget.  The Majlisi Milli shall second the law by a majority of votes of the total number of its members.   In the event the Majlisi Milli doesn’t second the law, it shall be considered at the Majlisi Namoyandagon repeatedly.  If the Majlisi Namoyandagon does not agree with decision of the Majlisi Milli, the law shall be considered to be adopted if Majlisi Namoyandagon by not less than two-thirds of the votes confirms the decision previously adopted by it.
